MBBS in Ukraine 2026: Fees, FMGE, NMC Rules, Safety

MBBS in Ukraine is still possible in 2026: several Ukrainian medical universities admit Indian students, with English-medium Medicine at about USD 2,500 to USD 5,500 a year. The fact that matters most is safety. The Embassy of India in Kyiv still advises all Indian citizens to leave Ukraine.

Updated on 1 October 2026.

Key Takeaways

  • Embassy advice is unchanged since 2022. The latest advisory from the Embassy of India in Kyiv, dated 25 October 2022, asks all Indian citizens in Ukraine to leave immediately by available means (Embassy of India advisory, 25 October 2022).

  • Universities are still admitting. Official 2026 to 2027 fee lists show English-medium Medicine from about USD 2,500 to USD 5,500 a year, or roughly USD 18,000 to USD 33,000 over six years.

  • FMGE results vary widely. FMGE is the screening exam a foreign medical graduate must pass to work in India. In December 2025, 638 of 2,970 Ukraine graduates passed, or 21.48% (NBEMS FMGE Performance Report 2025).

  • Online study must be made up in person. Under NMC's notice of 18 March 2026, online teaching counts only if the university makes it up through physical attendance (NMC public notice of 18 March 2026).

  • NEET UG is compulsory. NMC, India's National Medical Commission, requires a NEET UG qualification before an Indian student joins any medical course abroad (NMC information desk for students going abroad).

  • Not a futureMBBS partner country. futureMBBS works with 23 partner universities in 9 European countries, and Ukraine is not one of them (futureMBBS partner universities).

What is the status of MBBS in Ukraine for Indian students in 2026?

Ukrainian medical universities are teaching and admitting foreign students in 2026. Their own 2026 to 2027 fee orders and admission rules are published, and some list English-medium Medicine for Indian applicants. Applications from foreign students go through Ukraine's official portal (Study in Ukraine applicant portal).

Two official facts sit alongside this. First, the Embassy of India in Kyiv has not withdrawn its advice to leave Ukraine. Second, NMC now applies strict rules to any part of the course studied online. Both are covered in full below. For the wider choice of countries, our MBBS in Europe hub compares the options open to Indian students.

Is it safe to study MBBS in Ukraine in 2026?

The Embassy of India in Kyiv is the official voice of the Government of India on Ukraine. Its advisory page lists three advisories from October 2022 at the top (Embassy of India advisory page).

Embassy of India advisory

What it says

19 October 2022

Advises Indian nationals against travel to Ukraine and asks those in Ukraine to leave (advisory of 19 October 2022)

25 October 2022

"In continuation" of the 19 October advisory, all Indian citizens in Ukraine are advised to leave immediately by available means (advisory of 25 October 2022)

The 25 October 2022 advisory is still the newest on the embassy's advisory page. It covers the whole country, including western cities such as Lviv, Ternopil, Chernivtsi and Uzhhorod. A family should read it before paying any deposit.

The embassy also keeps a page for prospective students. It says NEET is mandatory to study medicine abroad. It asks students to make sure a university maintains high academic standards, and to decide on the basis of all relevant factors (Embassy of India advisory for prospective Indian students).

In rupees, six years of tuition at these universities come to roughly Rs. 17 lakh to Rs. 32 lakh (at about Rs. 96 to the US dollar, September 2026). Kharkiv International Medical University is cheapest, but it says its campus is not used for mass in-person teaching during the war, which raises the NMC online-study issue explained below.

Is an MBBS degree from Ukraine valid in India?

Yes, if the course meets NMC's Foreign Medical Graduate Licentiate (FMGL) Regulations 2021. NMC does not publish a list of approved foreign universities. It sets course rules instead (NMC FMGL Regulations 2021).

FMGL rule

What it means for MBBS in Ukraine

Course of at least 54 months

Ukraine's six-year Medicine programmes meet the length rule

12-month internship at the same foreign institution

The internship must be done through the same Ukrainian university

Teaching in English

Only the English-medium Medicine programme can count

Whole course at one institution outside India

No part of the training can be done in India or a third country

Licence to practise in Ukraine

The graduate must be registered to practise in Ukraine, on par with a Ukrainian citizen

Course finished within ten years of joining

The whole course must be completed within ten years

FMGE, then 12-month supervised internship in India

Both come after graduation, before full registration in India

Our guide on which NMC rules apply to you explains these rules, and how to check NMC and WDOMS recognition shows how to check a university's listing in WDOMS, the World Directory of Medical Schools.

Does NMC accept online MBBS classes from Ukraine?

Only if the online time is made up in person. On 18 March 2026, NMC clarified how online study counts for foreign medical graduates (NMC public notice of 18 March 2026). Our web story on the NMC online classes rule gives the short version.

  • Online time must be made up in person. Any theory, practical or internship period taught online must be compensated by physical attendance at the parent foreign university.

  • The university must arrange it. This can be done through extra classes or a longer course.

  • A compensatory certificate is needed. The graduate shows a certificate from the parent university, with transcripts, confirming the online part was made up in person.

  • Otherwise, clerkship in India. A graduate who did not make up the online time must complete one or two years of clerkship, meaning supervised hospital training, in India.

  • State Medical Councils check before registration. They check the FMGE pass and the compensation, using passport entry and exit stamps.

This matters in Ukraine because some universities state that they teach in distance or blended formats during martial law. Every month taught online can mean extra time later, at the university or in India.

What happened to Indian students in Ukraine after 2022?

Indian students in Ukraine were brought home under Operation Ganga between 26 February and 11 March 2022 (NMC public notice of 7 December 2023). NMC then issued one-time measures for these students.

Who can apply for MBBS in Ukraine from India?

  • NEET UG qualified students. NMC requires a NEET UG qualification before joining a medical course abroad (NMC information desk). Our NEET UG hub covers the exam.

  • Students who pass the university's entrance test. Most Ukrainian universities test foreign applicants in biology, and some in chemistry and the language of study.

  • Students joining the English-medium course. NMC's FMGL Regulations 2021 accept only courses taught in English (NMC FMGL Regulations 2021).

How to apply for MBBS in Ukraine, step by step

  1. Qualify NEET UG. Keep the scorecard, as NMC treats it as the eligibility proof for studying abroad.

  2. Register on the official portal. Foreign applicants apply through the Study in Ukraine applicant portal.

  3. Sit the university entrance test. Tests are usually in biology, in person or online.

  4. Receive the invitation to study. The university issues an electronic invitation through Ukraine's official system.

  5. Apply for a student visa. Apply at the Embassy of Ukraine with the invitation.

  6. Enrol and apply for a residence permit. On arrival, submit original documents, then apply for a temporary residence permit for the study period.

Before any of these steps, read the Embassy of India advisory above. Each of our university guides lists that university's own dates and documents.

Does futureMBBS offer MBBS in Ukraine?

No. futureMBBS works with 23 partner universities in 9 countries: the Czech Republic (5), Hungary (4), Poland (3), Slovakia (3), Croatia (2), Latvia (2), Romania (2), Cyprus (1) and Lithuania (1) (futureMBBS partner universities).

Three of these countries border Ukraine. Families can read our pages on MBBS in Poland, MBBS in Slovakia and MBBS in Hungary, or our MBBS in Europe guide.

Conclusion: MBBS in Ukraine in 2026

Ukrainian universities still teach and admit Indian students, with six-year tuition of roughly USD 18,000 to USD 33,000. FMGE results range from 8.72% to 55.93% by university, so the university matters more than the country.

Two facts outweigh the rest. India's embassy still advises its citizens to leave Ukraine. And any online study must be made up in person under NMC's 18 March 2026 notice.

Frequently asked questions about MBBS in Ukraine

Is MBBS in Ukraine open for Indian students in 2026?

Yes. Several Ukrainian universities publish 2026 to 2027 fees and admission rules for foreign students, and applications run through the Study in Ukraine portal. However, the Embassy of India in Kyiv's latest advisory, dated 25 October 2022, still asks all Indian citizens in Ukraine to leave immediately.

What is the fee for MBBS in Ukraine in 2026?

English-medium Medicine costs about USD 2,500 to USD 5,500 a year in 2026 to 2027, from the universities' own fee lists. Six years of tuition come to roughly USD 18,000 to USD 33,000, about Rs. 17 lakh to Rs. 32 lakh. Hostel, insurance and visa costs are extra.

Is it safe to go to Ukraine for MBBS now?

The Embassy of India in Kyiv advises against it. Its advisory of 19 October 2022 advises against travel to Ukraine, and its advisory of 25 October 2022 asks all Indian citizens to leave immediately. Both remain the latest advisories on the embassy's page and cover the whole country.

What is the FMGE pass rate for Ukraine?

In December 2025, 638 of 2,970 Ukraine graduates passed FMGE, a pass rate of 21.48%. In June 2025, 546 of 2,933 passed, or 18.62%. University results ranged from 8.72% at Kharkiv National Medical University to 55.93% at Lviv National Medical University, according to NBEMS.

Is an MBBS from Ukraine valid in India?

Yes, if it meets NMC's FMGL Regulations 2021. The course must last at least 54 months, be taught in English, include a 12-month internship at the same university, and lead to a licence to practise in Ukraine. The graduate then passes FMGE and a 12-month internship in India.

Does NMC accept online classes from Ukraine?

Only if they are made up in person. Under NMC's 18 March 2026 notice, online periods must be compensated by physical attendance at the parent university, shown on a compensatory certificate. A graduate who does not make up the online time must complete one or two years of clerkship in India.

Is NEET required for MBBS in Ukraine?

Yes. NMC requires every Indian student who studies medicine abroad to qualify NEET UG first. The Embassy of India in Kyiv also states that NEET is mandatory. Without it, a graduate cannot sit FMGE or register as a doctor in India.

Can Ukraine-returned students still transfer to another country?

No. NMC's permission for Ukraine-returned students in years 1 to 3 to transfer to another country expired on 7 March 2024. The Academic Mobility Programme and the clerkship options in India were one-time measures for students affected in 2022, not for new students.
