NMC, the National Medical Commission, is India's medical regulator. Students who join a foreign medical course now follow the NMC Foreign Medical Graduate Licentiate (FMGL) Regulations 2021 (NMC FMGL Regulations 2021). Our guide on which NMC rules apply to you explains them in full.

NMC's online study rule for Vinnitsa National Medical University students

On 18 March 2026, NMC clarified how online study counts for foreign medical graduates (NMC public notice of 18 March 2026). It builds on earlier notices of 7 December 2023 and 19 June 2024. Our web story on the NMC online classes rule gives the short version.

  • Online time must be made up in person. Any theory, practical or internship period taught online must be compensated by physical attendance at the parent foreign university.

  • The university must arrange it. This can be through extra classes or a longer course.

  • A compensatory certificate is needed. The graduate shows a certificate from the university, with transcripts, confirming the online part was made up in person.

  • Otherwise, clerkship in India. A graduate who did not make up the online time must complete one or two years of supervised hospital training in India.

  • State Medical Councils check before registration. They check the FMGE pass and the compensation, including passport entry and exit stamps.

What happened to Indian students in Ukraine after 2022?

Is it safe to study at Vinnitsa National Medical University in 2026?

The Embassy of India in Kyiv has not changed its advice since October 2022. Its advisory of 25 October 2022 asks all Indian citizens in Ukraine to leave immediately by available means (Embassy of India advisory, 25 October 2022). It builds on the advisory of 19 October 2022.

It is still the newest advisory on the Embassy of India advisory page. A family should read it before any other step towards VNMU.

Is Vinnitsa National Medical University recognised?

VNMU is a state university listed on Ukraine's official Study in Ukraine portal (Study in Ukraine entry for VNMU). Its admission rules say foreigners are admitted only to accredited programmes (VNMU admission rules for foreigners, 2026).

For India, what counts is whether a graduate's own course meets every FMGL rule above. NBEMS reports show hundreds of VNMU graduates sitting FMGE each year. Our guide on how to check NMC and WDOMS recognition explains the checks.

Clinical training at Vinnitsa National Medical University

No. futureMBBS works with 23 partner universities in 9 countries: the Czech Republic (5), Hungary (4), Poland (3), Slovakia (3), Croatia (2), Latvia (2), Romania (2), Cyprus (1) and Lithuania (1). Ukraine is not among them (futureMBBS partner universities).

For one example, see our page on MBBS in Hungary. For another Ukrainian university, see our guide to Bukovinian State Medical University.

Conclusion: Vinnitsa National Medical University in 2026

Vinnitsa National Medical University is a state university with over a century of history and a long record of teaching foreign students. English-medium Medicine costs USD 3,000 a year for 2026 to 2027. Its graduates pass FMGE well above the Ukraine average, at 37.45% in December 2025.

Two facts weigh most for an Indian family. India's embassy still asks its citizens to leave Ukraine. And any online study must be made up in person, under NMC's 18 March 2026 notice.
