MBBS in Philippines 2026: NMC Rules, FMGE and Admission

MBBS in Philippines means a Doctor of Medicine (MD) degree from a Philippine medical school, not a degree called MBBS. For Indian students, it counts in India only if the course meets NMC rules and the graduate passes FMGE. Across the Philippines, 18.56% of graduates passed FMGE in December 2025.

Updated on 30 September 2026.

Key Takeaways

  • The degree is an MD. CHED, the Commission on Higher Education, regulates Philippine universities. On 8 May 2025 it told the Embassy of India that the MD runs 54 months, after the pre-medical bachelor's stage (Embassy of India, Manila advisory of 17 June 2026).

  • CHED says the MD meets NMC rules. CHED confirmed English-medium teaching, NMC's mandatory subjects and a 12-month internship in the same institution or its attached hospital (Embassy of India, Manila advisory).

  • One condition is still open. A foreign graduate can sit the Philippine licence exam only where their own country allows Filipino doctors to practise on equal terms. The Embassy says guidance from India on this is awaited (Embassy of India, Manila advisory).

  • FMGE results sit below the national figure. Philippine graduates passed at 18.99% in June 2025 and 18.56% in December 2025, against 18.62% and 23.94% nationally (NBEMS FMGE Performance Report 2025).

  • Not a futureMBBS partner country. futureMBBS works with 23 partner universities in 9 European countries. The Philippines is not one of them (futureMBBS partner universities).

What is MBBS in Philippines?

No Philippine medical school awards a degree titled MBBS. Students earn a Doctor of Medicine (MD), the country's primary medical degree. Families in India still search for it as "MBBS in Philippines". Our MBBS in the Philippines country page lists the schools we cover in detail.

The route has two stages. First comes a pre-medical bachelor's degree. Then comes the MD itself, which CHED gives as 54 months, followed by a 12-month internship (Embassy of India, Manila advisory). Each school sets how long the pre-medical stage takes for Indian students. AMA School of Medicine, for example, runs a one-year-plus BS Psychology programme for students from the K-12 system (AMA School of Medicine foreign students page).

Is MBBS in Philippines valid in India under NMC rules?

NMC does not approve countries. It sets conditions that each graduate's own course must meet. These are the Foreign Medical Graduate Licentiate (FMGL) Regulations 2021, for students who joined on or after 18 November 2021 (NMC FMGL Regulations 2021). The table sets each NMC rule next to what CHED told the Embassy of India on 8 May 2025 (Embassy of India, Manila advisory).

NMC FMGL rule

What CHED says about the Philippine MD

Course of at least 54 months

The MD is 54 months, not counting the pre-medical degree

12-month internship in the same foreign institution

12-month internship in the same medical institution or its attached hospital

English as the medium of instruction

The programme is entirely in English

Mandatory subjects in NMC Schedule I

The MD covers the subjects in Schedule I of the 18 November 2021 notification

Licence to practise in the country of study, at par with citizens

CHED issues a Certificate of Registrability. The licence itself needs the PLE, and foreigners face a reciprocity rule (see below)

Whole course at one institution, outside India

Set by NMC. No part of training can be done in India or a third country

Course finished within ten years of joining

Set by NMC

After the degree, the graduate must pass FMGE and then complete 12 months of supervised internship in India (NMC FMGL Regulations 2021). Our guide on which NMC rules apply to you explains the rules by start date. Our explainer on how to check NMC and WDOMS recognition covers the school-level checks.

The Philippine licence rule for Indian graduates

This is the point families most need to understand. Philippine law requires every medical graduate to pass the Physician Licensure Examination (PLE) before practising. A foreign graduate can sit the PLE only if their home country lets Filipino citizens practise medicine on the same terms as its own citizens (Embassy of India, Manila advisory).

The Embassy of India, Manila states that guidance from the competent authorities in India on this reciprocity is awaited. NMC's FMGL rules ask for a licence in the country of study, at par with citizens. So this is the one condition not yet settled for Indian students.

There is one step in the other direction. On 11 March 2026, the Philippine House of Representatives adopted Resolution No. 73. It says the MD from CHED-recognised schools is fully compliant with NMC rules for Indian students. It also says full practice is open to all MD graduates, citizens or foreigners, who pass the PLE, subject to immigration law. The Embassy's advice to Indian families is to be sure every NMC condition is met before taking admission.

Who is eligible for MBBS in Philippines?

An Indian student must meet both Indian and Philippine rules.

  • NEET UG qualified. Since May 2018, every Indian citizen or OCI holder studying medicine abroad must qualify NEET UG. The result stays valid for three years from its declaration (NMC information desk for students studying abroad).

  • Indian MBBS eligibility. The student must also meet the MBBS eligibility criteria in NMC's Graduate Medical Education Regulations, 1997 (NMC information desk).

  • At least 18 at enrolment. Philippine rules on foreign students cover those who are at least 18 years old when they enrol, with enough means to pay for study and living (Executive Order No. 285, s. 2000).

  • NMAT score for the MD stage. The NMAT must be taken within two years before admission, at the 40th percentile or the school's own higher cut-off (NMAT Bulletin of Information, July 2025).

  • Pre-medical degree first. The NMAT is meant for college graduates and final-year college students, so Indian students complete the pre-medical stage before the MD (NMAT Bulletin of Information).

How to apply for MBBS in Philippines, step by step

The Philippine government sets out the foreign student process in Executive Order No. 285, series of 2000 (Executive Order No. 285, s. 2000). Schools add their own steps on top.

  1. Qualify NEET UG. The result counts for three years, which covers the pre-medical stage (NMC information desk).

  2. Apply to the school. The student deals with the school and meets its own admission rules. The documents are listed in the next section.

  3. Receive the Notice of Acceptance. Once satisfied, the school issues a Notice of Acceptance (NOA). It sends a copy with the documents to the Department of Foreign Affairs (DFA).

  4. Apply for the student visa in India. The DFA sends the file to the Philippine Foreign Service Post in the student's home country. The student attends a consular interview there.

  5. Report on arrival. On arrival, the student reports to the Bureau of Immigration Students Desk and enrols at the school that issued the NOA.

  6. Complete the pre-medical degree and sit the NMAT. The online NMAT usually runs in October to November, January to February, and April to May (NMAT Bulletin of Information).

  7. Enter the MD. For medicine, CHED clears a Certificate of Eligibility for Admission, because places are limited by facilities.

Steps 3 to 5 and 7 come from Executive Order No. 285, s. 2000.

What if things go wrong with MBBS in Philippines?

  • The NMAT score is below the cut-off. Candidates who miss the minimum score can sit the NMAT again (NMAT Bulletin of Information).

  • The NEET result runs out. The NEET result is valid for three years, including any pre-medical course (NMC information desk). A long pre-medical stage uses up that time.

  • Part of the course is taught online. The online part must be made up in person, backed by a certificate from the university. Otherwise the graduate does one or two years of clerkship in India (NMC public notice of 18 March 2026).

  • The Philippine licence question is not settled. Without reciprocity, a graduate cannot sit the PLE. This affects the FMGL rule on a licence at par with citizens (Embassy of India, Manila advisory).

  • The student fails FMGE. The graduate can sit it again at a later session. Our post on FMGE pass rates for MBBS abroad tracks the latest results.

Conclusion: MBBS in Philippines in 2026

MBBS in Philippines is an English-medium MD. CHED has told the Embassy of India that the 54-month MD and its 12-month internship meet NMC's rules. One condition is still open: the Philippine licence for Indian graduates depends on reciprocity that India has not yet settled. FMGE results have stayed just under one in five for 2025, below the national figure. A family should weigh the licence question and the chosen school's own FMGE record first.

Frequently asked questions about MBBS in Philippines

Is MBBS in Philippines valid in India?

It can be. CHED told the Embassy of India in May 2025 that the Philippine MD meets NMC rules on course length, English teaching, subjects and internship. The graduate must still pass FMGE and a 12-month internship in India. The Philippine licence rule for foreigners is still awaiting guidance from India.

Is the degree MBBS or MD in the Philippines?

Philippine medical schools award a Doctor of Medicine (MD), not a degree called MBBS. The MD is the country's primary medical degree. CHED gives the MD as 54 months after a pre-medical bachelor's degree, plus a 12-month internship. NMC judges it against its FMGL Regulations 2021.

How long is MBBS in Philippines for Indian students?

The course has a pre-medical bachelor's stage and then the MD. CHED gives the MD as 54 months, excluding the pre-medical degree, with a 12-month internship. The pre-medical stage varies by school. AMA School of Medicine runs a one-year-plus BS Psychology programme for Indian students.

What is the FMGE pass rate for Philippines graduates?

NBEMS figures show 14.39% in 2023, 20.10% in 2024, 18.99% in June 2025 and 18.56% in December 2025. In December 2025, 903 of 4,864 Philippine graduates passed. The national figure that session was 23.94%, so the Philippines sat about five points lower.

Is NEET required for MBBS in Philippines?

Yes. NMC says every Indian citizen or OCI holder who studies medicine abroad from May 2018 onwards must qualify NEET UG. The NEET result counts as the eligibility certificate and stays valid for three years from the result date. That period includes any pre-medical course taken first.

What is the NMAT for MBBS in Philippines?

The NMAT is the National Medical Admission Test, required by every Philippine medical school. It has two parts, mental ability and academic proficiency, with eight subtests. It must be taken within two years before admission at the 40th percentile or higher. International candidates pay USD 60.

Can Indian doctors practise in the Philippines after the MD?

Only after passing the Physician Licensure Examination (PLE). A foreigner can sit the PLE only if their home country lets Filipino doctors practise on equal terms. The Embassy of India, Manila says guidance from India on this reciprocity is still awaited as of its June 2026 advisory.

Does futureMBBS offer admission to Philippine medical schools?

No. futureMBBS works with 23 partner universities in 9 European countries: Czech Republic, Hungary, Poland, Slovakia, Croatia, Latvia, Romania, Cyprus and Lithuania. The Philippines is not one of them. This guide sets out the official facts on the Philippine route for families researching it.
