MBBS in Philippines vs European med school in 2026: NMC rules, the Philippine licence issue, course length, admission, tuition and FMGE pass rates compared.

MBBS in Philippines vs European med school comes down to structure, licence and results. The Philippines awards an MD after a pre-medical degree, and its licence rule for Indians is still unsettled. Europe offers a single six-year degree. In December 2025, 18.56% of Philippine graduates passed FMGE, against 23.94% nationally.
Updated on 30 September 2026.
Key Takeaways
Two different course shapes. The Philippine MD runs 54 months after a pre-medical bachelor's degree, then a 12-month internship (Embassy of India, Manila advisory). Our 23 European partner universities teach General Medicine as one six-year programme.
NEET UG is compulsory for both. Every Indian citizen or OCI holder joining a medical course abroad on or after May 2018 must qualify NEET UG (NMC information desk for students studying abroad).
The Philippine licence question is open. A foreign graduate can sit the Philippine licence exam only if their country lets Filipino doctors practise on equal terms. The Embassy of India says guidance from India on this is awaited (Embassy of India, Manila advisory of 17 June 2026).
FMGE results differ in scale. 4,864 Philippine graduates sat FMGE in December 2025 and 18.56% passed. Across six of our partner countries, 29 of 61 candidates passed in 2025 (NBEMS FMGE Performance Report 2025).
European tuition is published by each university. At our partners it runs from EUR 10,000 to EUR 24,250 a year for 2026/2027 (futureMBBS tuition fees page).

What changed for MBBS in Philippines in 2025 and 2026?
CHED, the Commission on Higher Education, regulates Philippine universities. On 8 May 2025 it wrote to the Embassy of India about the MD (Embassy of India, Manila advisory). CHED confirmed four points:
Course length. The MD runs 54 months, not counting the pre-medical degree.
Language. The programme is taught entirely in English.
Subjects. The MD covers the mandatory subjects in NMC's Schedule I.
Internship. A 12-month internship takes place in the same medical institution or its attached hospital.
On 11 March 2026, the Philippine House of Representatives adopted Resolution No. 73. It says the MD from CHED-recognised schools is fully compliant with NMC rules for Indian students. It also says full practice is open to MD graduates, citizens or foreigners, who pass the PLE, subject to immigration law.
One point is still not settled. Philippine law lets a foreigner sit the PLE only if their home country allows Filipino citizens to practise on the same terms as its own citizens. The Embassy says guidance from India on this reciprocity is awaited. NMC asks for a licence in the country of study, at par with citizens (NMC FMGL Regulations 2021). So this is the one condition families need to watch. Our MBBS in Philippines guide covers the route in more detail.

Is MBBS in Philippines or Europe valid in India under NMC rules?
NMC, the National Medical Commission, does not approve countries. It sets conditions that each graduate's course must meet. These are the Foreign Medical Graduate Licentiate (FMGL) Regulations 2021, for students who joined on or after 18 November 2021 (NMC FMGL Regulations 2021).
NMC FMGL rule | Philippines | European partner universities |
|---|---|---|
Course of at least 54 months | MD of 54 months, after the pre-medical degree | Six-year programme |
12-month internship at the same foreign institution | 12 months in the same institution or its attached hospital, per CHED | Must be done at the home university |
English as the medium of instruction | English throughout, per CHED | English-taught programmes |
Licence to practise in the country of study, at par with citizens | Needs the PLE, and reciprocity for Indians is awaited | Set by each country's licensing rules |
Whole course at one institution, outside India | Applies | Applies. Rotations in another country can break this rule |
After the degree, every graduate passes FMGE and then completes a 12-month supervised internship in India (NMC FMGL Regulations 2021). Our guide on which NMC rules apply to you explains the rules by start date.
How long is MBBS in Philippines vs a European medical school?
In the Philippines there are two stages. First comes a pre-medical bachelor's degree. Each school sets how long it takes for Indian students. Then comes the 54-month MD and its 12-month internship (Embassy of India, Manila advisory).
NEET timing matters here. The NEET result stays valid for three years from its declaration, and that period includes any pre-medical course (NMC information desk). A long pre-medical stage uses up that window.
In Europe, General Medicine at all 23 of our partner universities is one six-year programme. Students start medicine straight after Class 12. Our MBBS in Europe guide sets out each country.
Admission: MBBS in Philippines vs European med school
How admission works for MBBS in Philippines
The Philippine government sets the foreign student process in Executive Order No. 285, series of 2000 (Executive Order No. 285, s. 2000).
Qualify NEET UG. The result is the eligibility certificate for study abroad (NMC information desk).
Apply to the school. The student meets the school's own admission rules and sends authenticated school records, a passport and a birth certificate.
Receive the Notice of Acceptance. The school issues a Notice of Acceptance (NOA) and sends a copy to the Department of Foreign Affairs.
Apply for the student visa in India. The student attends a consular interview with the original NOA, police clearance and a medical certificate.
Complete the pre-medical degree and sit the NMAT. The NMAT must be taken within two years before admission, at the 40th percentile or the school's higher cut-off. International candidates pay USD 60 (NMAT Bulletin of Information, July 2025).
Enter the MD. CHED clears a Certificate of Eligibility for Admission to medicine.
How admission works at a European medical school
Our partner universities use one of three routes.
Admission route | Examples | What it involves |
|---|---|---|
Entrance exam | Comenius Bratislava, Semmelweis, Charles University | A written test in Biology and Chemistry, often with English and an interview |
Marks and interview | Rīga Stradiņš, University of Split | Ranking on Class 12 marks, documents and an online interview |
Test with a NEET waiver | An online Biology and Chemistry test, waived for a NEET UG score of 650 or more |
Our guide to MBBS entrance exams in Europe explains each format, and the MBBS abroad deadlines page lists dates.

What does a European medical school cost in 2026?
Each European university publishes its own fee. Rupee figures use the European Central Bank rate of EUR 1 = Rs. 108.82 on 30 September 2026 (ECB euro reference rate for the Indian rupee).

FMGE pass rate: MBBS in Philippines vs European graduates
FMGE, the Foreign Medical Graduate Examination, is the screening test a foreign graduate passes before working as a doctor in India. NBEMS, the National Board of Examinations in Medical Sciences, runs it and publishes results by country (NBEMS FMGE exam page).
Philippines FMGE results, 2023 to 2025
FMGE session | Philippines: passed of appeared | Philippines pass rate | All candidates pass rate |
|---|---|---|---|
2023 (both sessions) | 1,326 of 9,215 | 14.39% | 16.65% |
2024 (both sessions) | 2,003 of 9,967 | 20.10% | 25.80% |
June 2025 | 884 of 4,655 | 18.99% | 18.62% |
December 2025 | 903 of 4,864 | 18.56% | 23.94% |
Sources: NBEMS FMGE 2023 report, NBEMS FMGE 2024 report and NBEMS FMGE Performance Report 2025. In plain terms, fewer than one in five Philippine graduates passed in each 2025 session.

Source: NBEMS FMGE Performance Report 2025. Slovakia, Croatia and Cyprus do not appear in the 2025 country tables. These groups are very small, so one result moves the percentage sharply. Our web story on FMGE pass rates by country and guide to the FMGE exam explain more.
Who cannot use MBBS in Philippines or Europe to practise in India?
Students without a NEET UG qualification. A student who joined abroad on or after May 2018 without NEET UG cannot sit FMGE (NMC information desk).
Students who split the course. Moving any part of training to India or a third country breaks the one-institution rule (NMC FMGL Regulations 2021).
Students who study online. NMC's notice of 18 March 2026 says online study must be made up in person, or through clerkship in India (NMC public notice of 18 March 2026). Our web story on the NMC online classes rule gives the short version.

What if things go wrong on either route?
The NEET result runs out in the Philippines. The three-year validity includes the pre-medical course (NMC information desk). A delay in the pre-medical stage can push the MD start past it.
The NMAT score is below the cut-off. Candidates can sit the NMAT again in a later window (NMAT Bulletin of Information).
India does not settle Philippine reciprocity. Without it, an Indian graduate cannot sit the PLE. That affects the NMC rule on a licence in the country of study.
A European entrance exam does not go well. Some partners rank on marks instead, and LSMU waives its test for NEET UG 650 or more (LSMU Medicine admission page).
The graduate fails FMGE. The graduate can sit a later session. Our post on FMGE pass rates for MBBS abroad tracks results.
Does futureMBBS place students in the Philippines or Europe?
futureMBBS works with 23 partner universities in 9 European countries. The Philippines is not one of them (futureMBBS partner universities).
Country | Partner universities |
|---|---|
Czech Republic | 5 |
Hungary | 4 |
Poland | 3 |
Slovakia | 3 |
Croatia | 2 |
Latvia | 2 |
Romania | 2 |
Cyprus | 1 |
Lithuania | 1 |
Conclusion: MBBS in Philippines vs European med school
Both routes need NEET UG, FMGE and a 12-month internship in India. The Philippine MD meets NMC rules on length, language, subjects and internship, according to CHED. Its licence condition for Indians still waits on reciprocity, and FMGE results stayed under one in five in 2025. A European six-year programme avoids the pre-medical stage, with published fees from EUR 10,000 a year.
