Why did Armenia terminate St Tereza Medical University's licences?

A ministry inspection was ordered on 23 November 2021 (Order N 1875-A). Its results went to the ministry's Educational Programmes Licensing Commission on 18 February 2022. The commission decided to end the licences. The order listed breaches of the legal rules in these areas:

• Teaching staff: the rules on the number and qualifications of teachers were not met.

• Teaching space: the educational area did not meet the licence conditions.

• Laboratories and teaching materials: the laboratory, teaching and methodological provision fell short.

• Practical training: the rules on training and production practice were broken.

• Reports: required reports were not submitted as the law demands.

• Student numbers: the university did not keep to the number of students set in its licence.

The bachelor's and master's licences had been issued under Order 308-A/K of 27 August 2014. A separate order suspended the vocational licence issued on 17 March 2003. Both orders are quoted in full in the Embassy of India advisory.

What happened to students enrolled at St Tereza Medical University?

Armenia's education ministry published a procedure for St. Teresa Medical University students. It set out how students would move to other Armenian institutions:

1. Documents first: St Tereza Medical University had to give each student their academic documents within 5 working days of the minister's order.

2. Two choices: each student could then apply, within 5 working days, to up to 2 preferred institutions for the current semester.

3. Placement by the new university: the receiving institution chose the programme, based on its licensed places and the differences in subjects.

4. Limit on gaps: subject gaps had to be no more than one third of the credits. Unpassed credits had to be 30 or fewer. Students within these limits were placed in a matching group by the rector's order.

5. Final choice: if the first choice had no place in the same specialty, it could offer a related one. In the end the student chose one institution.

The FMGE, or Foreign Medical Graduate Examination, is the exam an Indian with a foreign medical degree must pass before working as a doctor in India. Our explainer on what the FMGE exam is covers the format. NBEMS publishes results for every university.

St Tereza Medical University graduates still sit the FMGE in large numbers, more than 200 in each 2025 exam. Fewer than one in ten have passed in any year shown. NBEMS also lists a handful of candidates under other spellings, such as Medical University named after St Tereza, each with no passes.

Can a St Tereza Medical University degree be used in India?

A graduate who completed the course before the licences ended can still apply to sit the FMGE, as the NBEMS results show. The National Medical Commission (NMC), India's medical regulator, sets the rules in the NMC Foreign Medical Graduate Licentiate Regulations 2021. These apply to students who joined a foreign course on or after 18 November 2021:

• Course length: the medical course must last at least 54 months.

• Internship abroad: a 12-month internship must be done at the same foreign institution.

• English medium: the whole course must be taught in English.

• Licence abroad: the graduate must be eligible for a licence to practise medicine in the country of study, on the same terms as its citizens.

• Back in India: the graduate must pass the FMGE and then complete a 12-month supervised internship in India.

Students who joined before 18 November 2021 fall under older rules, explained in which NMC rules apply to you. For work outside India, other licensing exams apply, such as the USMLE in the United States and the PLAB in the United Kingdom.
