MBBS in Romania for Indian Students 2026: Fees, NEET, FMGE

MBBS in Romania for Indian students is a six-year Medicine degree taught in English at public universities. Tuition at our two Romanian partner universities is EUR 9,000 to EUR 10,000 a year for 2026/27. Indian students need NEET UG, a Type D study visa and, back home, a pass in FMGE to practise.

The 2026 admission rounds for Medicine in English have now closed at both universities. This guide sets out how the next cycle works, what it costs, and what the NMC rules mean for a Romanian degree.

Key Takeaways

  • Two partner universities: Iuliu Hațieganu University of Medicine and Pharmacy in Cluj-Napoca (UMF Cluj) and Victor Babeș University of Medicine and Pharmacy in Timișoara (UMFT). Both are public universities and futureMBBS partners.

  • Tuition for 2026/27: EUR 10,000 a year at UMF Cluj and EUR 9,000 a year at UMFT, for Medicine in English (approximately Rs. 10.9 lakh and Rs. 9.8 lakh).

  • No entrance exam: both universities select on school marks and documents. UMFT also runs an online English test for some applicants. Neither uses NEET to rank students.

  • NEET is still compulsory for India: NMC rules require a qualified NEET UG result for any Indian citizen who wants to practise in India after studying abroad.

  • Small FMGE numbers: only 16 graduates of Romanian universities sat FMGE in the two 2025 sittings, and 3 passed. FMGE is the screening exam a foreign graduate must pass to practise in India.

Which universities offer MBBS in Romania with futureMBBS?

futureMBBS works with 23 partner universities in nine countries. Two of them are in Romania. Both are state universities that teach Medicine fully in English.

UMF Cluj: Iuliu Hațieganu University of Medicine and Pharmacy

UMF Cluj is in Cluj-Napoca, in north-west Romania. It teaches Medicine in English and in French, and in Romanian for non-EU students. For 2026/27 it offered 200 places in Medicine in English in Cluj-Napoca. It also offered 100 in English at its branch in Novara, Italy (UMF Cluj available places 2026/27). The Novara programme runs under a provisional authorisation from Romania's Ministry of Education. A student aiming for India should note one point here. The NMC requires the whole course and internship at one institution in one country, a rule explained below.

UMFT: Victor Babeș University of Medicine and Pharmacy, Timișoara

UMFT is in Timișoara, in western Romania. For 2026/27 it set 80 places in Medicine in English for non-EU students and 80 for Romanian and EU students (UMFT places for 2026/27 (PDF)). In July 2026 the university Senate added 10 more places for non-EU students. Then on 30 September 2026 the Ministry of Education approved up to 10% more places on some programmes, including Medicine in English (UMFT international admission page).

Is NEET required for MBBS in Romania for Indian students?

Yes, if the student wants to practise in India. The NMC amended its Screening Test Regulations in 2018. Since then, any Indian citizen or Overseas Citizen of India joining a medical course abroad must qualify NEET UG (NMC Screening Test Regulations 2002, with the 2018 amendment (PDF)).

Romanian universities do not ask for NEET and do not rank students on it. A student can be admitted in Cluj or Timișoara without NEET. That student, however, cannot sit FMGE or register as a doctor in India later. Our guide on whether NEET is required for MBBS abroad covers the qualifying marks and how long a result stays usable.

Who is eligible for MBBS in Romania from India?

  • Class 12 that gives access to university in India: the diploma must be on the Romanian Ministry of Education's list of recognised school diplomas. UMF Cluj publishes this list as Appendix 5 on its admission page.

  • Science subjects: UMF Cluj scores Biology, Chemistry and Physics marks separately when it evaluates a file. Strong marks in these three subjects matter most.

  • English at B2 level: both universities accept English-medium schooling as proof. Otherwise a certificate such as IELTS, TOEFL or Cambridge at B2 level is needed. B2 is the level of a confident, independent user of English.

  • Passport: valid for at least six months from the date of application at UMF Cluj.

  • Minimum average at UMFT: the final admission average cannot be below 5.00 on the Romanian 10-point scale.

  • NEET UG: qualified, for the NMC reason set out above.

Who cannot apply for MBBS in Romania

  • A student whose school diploma does not give access to university studies in India cannot be enrolled.

  • A student who fails to get the school diploma recognised by the Romanian Ministry of Education loses student status. UMF Cluj states that all fees paid up to that point are lost as well.

  • A student without a qualified NEET UG result can study in Romania, but cannot use the degree to practise in India.

How are Indian students selected for MBBS in Romania?

There is no entrance exam at either partner university. Each one assesses the file, but in different ways.

How to apply for MBBS in Romania from India, step by step

  1. Qualify NEET UG and keep the scorecard. It is needed again when applying for FMGE.

  2. Get documents apostilled. India is a party to the Hague Apostille Convention. Romania's Ministry of Education therefore asks for an Apostille on study documents and the birth certificate. Our apostille guide for MBBS in Europe explains how.

  3. Create an account on the university's admission platform. Both universities accept applications online only. Documents sent by post or email are not accepted at UMF Cluj.

  4. Upload the file and pay the application fee. EUR 300 at UMF Cluj and EUR 200 at UMFT.

  5. Sit the English test if asked. UMFT publishes a list of applicants who must take its online English test.

  6. Confirm the place. After admission, pay the confirmation amount within the dates in the university calendar.

  7. Receive the Letter of Acceptance. The Ministry of Education issues it after it recognises the school studies. This takes up to 30 working days (Study in Romania admission procedures).

  8. Apply for the Type D study visa at the Romanian embassy in India. Then travel to Romania and enrol by the university's deadline.

Documents for MBBS in Romania at UMF Cluj

The list below is from the UMF Cluj document list for non-EU applicants 2026 (PDF).

  • Signed forms: application form, declaration, data processing agreement and screening form, each dated and signed by hand.

  • CV and letter of intent: a Europass-style CV in English and a letter of one to two pages explaining why you want to study medicine.

  • Study documents: Class 12 certificate, marksheets of the last two years of school, and the document that gives access to university in India, each with an Apostille.

  • Birth certificate: with an Apostille. If the name differs from the school certificate, an explanatory note is needed.

  • Passport copy: pages 1 to 4, valid for at least six months.

  • Medical certificate: issued in the last six months, covering general, eye, ENT, neurological and psychiatric examinations.

  • Psychological certificate: compulsory for Medicine, issued in the last six months. UMF Cluj also offers the test online.

  • Language certificate: B2 level, unless schooling was in English.

Romania student visa and residence permit for Indian students

Indian students need a long-stay study visa, called a Type D visa. Applications are made online through Romania's e-VISA portal and then lodged at the Romanian mission in India (Study in Romania visa rules).

  • Letter of Acceptance: the visa is issued on the basis of the Letter of Acceptance from the Ministry of Education.

  • First-year tuition: UMF Cluj requires full payment of the first year's tuition before the visa.

  • Money in the bank: the Study in Romania portal lists proof of at least EUR 2,000 (approximately Rs. 2.2 lakh) for the visa (Study in Romania admission procedures).

  • Passport validity: the passport must be valid for at least three months beyond the visa and must be less than ten years old.

  • Romania only: a Romanian Type D visa allows entry to Romania only. It does not give the right to live in other Schengen countries. Romania became a full Schengen member on 1 January 2025.

Residence permit after arriving in Romania

Within 30 days of entering Romania, the student applies to the General Inspectorate for Immigration for a residence permit. It is valid for one year and is renewed every year. The application needs proof of money of at least the Romanian minimum net wage for each month of the permit, a housing document, a medical certificate and health insurance (Study in Romania residence permit rules). Our student visa guide for MBBS in Europe covers the wider process.

NMC rules for MBBS in Romania: what the degree must meet

The National Medical Commission (NMC), India's medical regulator, sets the rules in the Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 (PDF). They apply to students who started abroad after November 2021. Related notices are on the NMC rules and regulations page.

  • Course length: at least 54 months of study. Both Romanian programmes run six years.

  • Internship abroad: at least 12 months of internship at the same foreign institution.

  • English medium: the course must be taught in English. Both programmes discussed here are.

  • One institution, one country: no part of the training or internship may take place in India or a third country. This is why the location of every year, including any branch campus or exchange semester, matters.

  • Licence in Romania: the graduate must be registered to practise in the country where the degree was awarded, on the same terms as a citizen (NMC FAQs on the FMGL Regulations (PDF)).

  • Back in India: pass FMGE, then complete a 12-month supervised internship in India before full registration.

Our NMC and WDOMS recognition guide shows how to check a university. Our guide to medical registration in India after MBBS in Europe covers the steps after graduation.

FMGE results for MBBS in Romania graduates

FMGE is run by the National Board of Examinations in Medical Sciences (NBEMS) (NBEMS FMGE page). The NMC plans to replace it with the National Exit Test (NExT). NExT was deferred on 13 July 2023, so FMGE continues (NMC public notice deferring NExT (PDF)).

These are very small numbers. They cannot predict how a future student will do, but they show that few Indian students have taken the Romanian route so far. FMGE preparation should start in the clinical years. Country-by-country results are in our FMGE pass rate by country guide and our FMGE pass rate country-wise web story.

What if MBBS in Romania does not go to plan?

  • You missed the 2026 deadlines: Medicine in English is full at both universities for 2026/27. The next intake is autumn 2027, and UMF Cluj opened its 2026 platform on 25 March, so the file should be ready by early spring.

  • You applied to UMFT in 2026 and were not admitted: with an average above 5.00, you can confirm a place on the waiting list until 15 October 2026. The EUR 300 confirmation fee is not refunded even if no seat opens.

  • Your visa is delayed: UMFT refunds the 50% advance only if the delay was outside your control. Apply for the Letter of Acceptance and visa as early as the calendar allows.

  • You do not qualify NEET UG: admission in Romania is still possible, but the degree will not lead to a licence in India.

  • You want other options: our partner universities list covers 23 universities in nine countries, some with intakes later in the year.

Before travelling, our web story on what to do before leaving for MBBS abroad gives a short checklist.

Conclusion: MBBS in Romania for Indian students

MBBS in Romania gives an Indian student a six-year English-medium degree at a public EU university for EUR 9,000 to EUR 10,000 a year in tuition. Selection is on school marks, not an entrance exam. The 2026 rounds are closed, so the next realistic intake is autumn 2027. NEET, the NMC same-institution rule and early FMGE preparation are the three things to plan for from day one.

Frequently asked questions about MBBS in Romania

Is MBBS in Romania valid in India?

Yes, if the course meets the NMC FMGL Regulations 2021. It must run at least 54 months in English, include 12 months of internship at the same university, and lead to a licence in Romania. The graduate then passes FMGE and completes a 12-month internship in India before registering.

What is the fee for MBBS in Romania for Indian students?

For 2026/27, tuition is EUR 10,000 a year at UMF Cluj and EUR 9,000 a year at UMFT, for Medicine in English. That is approximately Rs. 10.9 lakh and Rs. 9.8 lakh a year. Six years of tuition comes to about Rs. 59 lakh to Rs. 65 lakh at 2026/27 rates.

Is NEET required for MBBS in Romania?

Romanian universities do not ask for NEET, but the NMC does. Since the 2018 amendment to the Screening Test Regulations, an Indian citizen studying medicine abroad must qualify NEET UG to sit FMGE and practise in India. Without NEET, the Romanian degree cannot lead to an Indian licence.

Is there an entrance exam for MBBS in Romania?

No. UMF Cluj and UMFT both select international students on their documents. UMF Cluj looks at the Class 12 average, science marks, language level and activities. UMFT ranks applicants on their Class 12 average and runs an online English test for those without B2 proof.

When is the next intake for MBBS in Romania?

The next intake for Medicine in English is autumn 2027. Both universities have closed their 2026 rounds. In 2026, UMF Cluj opened its admission platform on 25 March and UMFT took applications from 25 May to 17 July. Classes begin around the end of September.

How much does it cost to live in Romania as a medical student?

The official Study in Romania portal lists dormitories at EUR 80 to EUR 300 a month and food at EUR 150 to EUR 400. With phone and transport, a student spends roughly EUR 270 to EUR 820 a month, approximately Rs. 29,000 to Rs. 89,000 at the September 2026 rate.

What is the FMGE pass rate for Romanian graduates?

Small numbers have sat the exam. In December 2025, 7 graduates of Romanian universities appeared and 2 passed, a 28.57% pass rate. In June 2025, 9 appeared and 1 passed. In 2023 and 2024, about 20 sat each year and 1 passed. The national rates were higher in each sitting.

Can Indian students work while studying MBBS in Romania?

Yes, within limits. A non-EU student with a residence permit for study can work part time, up to six hours a day, according to the official Study in Romania portal. Medicine timetables are heavy, so families should not count on part-time pay to cover fees.
