A domicile certificate decides whether you qualify for a state’s 85% MBBS quota. The rules are set by each state, not by MCC. This guide covers who issues it, what states ask for, where it is checked during counselling, and what happens when it fails verification.

Domicile Certificate for State Quota MBBS: What It Is and Why It Decides Your Seat
A domicile certificate is the document a state uses to decide whether you count as its own resident for the 85% state quota in MBBS. Each state sets its own test. The Medical Counselling Committee has no role in it.
The 15% All India Quota is domicile free, and so are deemed university seats. The state quota is where this document decides everything.

What is a domicile certificate?
A domicile certificate, also called a residence certificate in several states, is an official document issued by the state government that records you as a permanent resident of that state. It is used for state quota admissions, state government jobs and state scholarships.
For MBBS it carries one specific job. India splits government medical seats into a 15% All India Quota and an 85% state quota. The 15% is open to everyone. The 85% is reserved for the state’s own candidates, and the domicile certificate is how a state checks that claim.

Who decides the domicile rules for MBBS?
The state does. The Medical Counselling Committee bulletin is explicit about this. It states that the eligibility conditions for the state quota are given by the colleges and institutes, and that MCC has no role to play in determining them. It also tells candidates to go through those conditions before applying and to make sure they meet them.
For the state quota, private medical colleges and dental colleges under a state’s authority, the bulletin directs candidates to contact the State Government, the admission authority and the Directorate of Medical Education. It says MCC will not be able to guide candidates in this matter.
That one line explains why a single national answer to this question does not exist, and why a page that gives you one is guessing.
What do states actually test?
States use different tests, and most use more than one. These are the shapes you will meet.
Where you studied. Several authorities tie the state quota to schooling rather than residence. The published condition for the 85% state quota at Delhi University is that the candidate studied Class 11 and Class 12 in Delhi NCT. The same condition applies at VMMC and Safdarjung Hospital, ABVIMS and RML, and ESIC Dental for their 85% seats.
Where your parents are domiciled. Many states accept a parent’s domicile for a dependent child, which is why a student who studied elsewhere can still qualify.
A continuous residence period. States commonly require a stated number of years of continuous residence, evidenced by records held by the revenue authority.
Government service postings. States usually have a separate route for children of state or central government employees posted in the state.
Because the test differs, the only reliable answer is the one published by your own state. The Directorate of Medical Education for your state is the office that publishes it, and its prospectus for the current year is the document that governs your admission.
Which seats need no domicile certificate?
Three categories are domicile free, and the MCC bulletin states each of them.

One edge case is worth knowing. Following the Supreme Court order of 3 February 2023 in W.P. (Civil) 891 of 2021, Anushka Rengunthwar and others against Union of India and others, OCI cardholders are treated at par with Indian citizens. They are eligible for unreserved general category seats as well as NRI seats in MCC counselling.

How do you apply for a domicile certificate?
Find your state’s portal. Most states issue the certificate through an e-district or citizen services portal run by the state revenue department.
Check who signs it. The issuing officer is usually the Tehsildar, the Sub-Divisional Magistrate or the District Magistrate, depending on the state. A certificate signed by anyone outside that list is not accepted.
Gather the proofs of residence. States commonly ask for ration card, electricity or water bills, land or property records, voter identity card, Aadhaar and school records covering the residence period claimed.
Add the school records. Where the state ties the quota to schooling, the Class 10 and Class 12 certificates showing the school and its location do the real work.
Apply early. Issuance takes time and it is a revenue office process, not an online instant download. Start it well before counselling registration opens, not after a seat is allotted.
Get it in English or Hindi. MCC states that certificates should be in English or Hindi, and that some states insist on English. If yours is in a regional language, carry an attested translation with the original.

Where is the domicile certificate checked?
It is checked at document verification, not at registration. You register, fill choices and receive an allotment first. The certificate is tested when the allotted college verifies your documents.
Verification happens one of two ways. A candidate reporting physically at the allotted institute is verified there. A Float candidate is verified online by the college’s nodal officer, who looks for blurred copies, incorrect certificates, a mismatch in the category claimed and missing documents.
Where something does not match, the institute’s Document Verification Committee raises a query. You then get a correction window inside the reporting schedule to upload corrected documents. If the documents come back in order, the seat is confirmed. If a discrepancy remains between the claim and the documents, the seat is cancelled.

What happens if the domicile claim fails?
The consequence is set out in the MCC bulletin and it is heavier than most families expect.
If a candidate is found at any stage of counselling to have furnished incorrect or wrong information about their eligibility, the candidature is cancelled for the further rounds of counselling and the security deposit is forfeited. That is both the seat and the deposit, and it applies at any stage, not only at the start.
The security deposit is substantial. A candidate opting for deemed universities pays Rs. 2,00,000 as the refundable security amount at registration. For the All India Quota, central universities, AFMC, ESI, AIIMS and JIPMER it is Rs. 10,000 for unreserved and EWS candidates and Rs. 5,000 for SC, ST, OBC and PwD candidates.
State authorities apply their own cancellation rules on top. Where a state finds a certificate was wrongly issued or wrongly claimed, admissions are cancelled after the fact, including months into the course. The seat then goes back into the pool, and the student has lost the year.

What should you do if your domicile position is unclear?
Read your state’s prospectus for this year, not last year’s and not a summary of it. The Directorate of Medical Education publishes it.
Match your own facts against the stated test line by line: years of residence, where you studied Class 11 and 12, whose domicile is being used, and which officer must sign.
Ask the state admission authority in writing where your case is borderline, and keep the reply.
Apply in the state where you clearly qualify, and treat the second state as a bonus rather than a plan.
Keep the All India Quota open. It is domicile free, so it is unaffected by any of this, and it is 15% of government seats.
