A category certificate for NEET counselling must be in the MCC prescribed format, issued by a named competent authority, in English or Hindi. This guide covers which authority issues each certificate, the creamy layer and income year rules, and what gets a seat cancelled.

Category Certificate for NEET Counselling 2026: Format, Authority and Cancellation Rules
A category certificate for NEET counselling is the document that proves your claim to an SC, ST, OBC-NCL, EWS or PwD seat. It must be in the format MCC prescribes, issued by a named competent authority, and written in English or Hindi.
A certificate that does not match the claim gets the seat cancelled and the security deposit forfeited. The rules below come from the MCC information bulletin dated 20 August 2026.
Key takeaways on the category certificate for NEET counselling
Format is not optional. MCC prints the proforma for the SC and ST certificate, the OBC-NCL certificate and the EWS certificate as annexures to its bulletin. A certificate in any other wording can be rejected at verification.
Only four classes of officer can issue a caste certificate. A certificate signed by anyone outside that list is not valid for counselling.
The income year is fixed. For OBC-NCL the annual income and status of the parents is judged on the financial year ending 31 March 2026.
Sub-caste must tally with the Central List. A caste that appears on a state list but not the Central List of OBC does not carry the reservation benefit in MCC counselling.
Deemed universities carry no category reservation. There is no SC, ST, OBC, EWS or PwD reservation in deemed universities, so a category certificate changes nothing there.
A false PwD claim is more than a cancellation. If the UDID card or affidavit is found to be fake, the seat is cancelled and legal action follows.
Which certificate do you need for each category?
Category | Certificate required | Where the format is set |
|---|---|---|
SC or ST | Scheduled Caste or Scheduled Tribe certificate with the sub caste clearly stated | Annexure 3 of the MCC bulletin |
OBC-NCL | OBC Non Creamy Layer certificate against the Central List | Annexure 4 of the MCC bulletin |
EWS | Economically Weaker Section certificate in the prescribed format | Annexure 5 of the MCC bulletin |
PwD or PwBD | Eligibility certificate from a Medical Assessment Board of MCC, plus a permanent UDID card | Annexure 1 of the MCC bulletin lists the centres |
NRI | NRI certificate issued by the Indian Embassy or Consulate | NRI chapter of the MCC bulletin |
Reservation shares are set centrally: 15% for Scheduled Castes, 7.5% for Scheduled Tribes, 27% for OBC-NCL and 10% for EWS under Central Government norms, as stated in the MCC UG Counselling 2026 information bulletin dated 20 August 2026.

Who can issue a category certificate for NEET counselling?
The MCC bulletin names the officers competent to issue a caste certificate. A certificate signed by anybody else does not qualify, however genuine the claim behind it.
A District Magistrate, or an Additional Magistrate, First Class Stipendiary Magistrate, Sub-Divisional Magistrate, Taluka Magistrate, Executive Magistrate or Extra Assistant Commissioner not below the rank of First Class Stipendiary Magistrate.
A Chief Presidency Magistrate, Additional Chief Presidency Magistrate or Presidency Magistrate.
A Revenue Officer not below the rank of Tehsildar.
A Sub-Divisional Officer of the area where the candidate, or the candidate’s family, resides.
The word “ordinarily resides” on the certificate carries the meaning given in section 20 of the Representation of the People Act, 1950. That is why the certificate names the district or division where the family ordinarily lives, and why an address that does not match the rest of your documents raises a query.
What are the OBC-NCL creamy layer and income year rules?
An OBC candidate must not fall in the creamy layer to claim the reservation. The certificate itself has to state that the candidate does not belong to the persons or sections listed in column 3 of the Schedule to the Department of Personnel and Training memorandum No. 36012/22/93-Estt.(SCT) dated 8 September 1993, as modified by memorandum No. 36033/3/2004-Estt.(Res.) dated 9 March 2004 or the latest notification.
The income and status of the parents is judged on the financial year ending 31 March 2026. A certificate built on an earlier year is the single most common reason an OBC-NCL claim fails at verification.
The sub caste on the certificate must tally with the Central List of OBC. Many castes appear on a state list and not on the Central List. In MCC counselling the Central List is what governs.
How does the PwD category certificate work in 2026?
A PwBD candidate cannot claim a PwD seat on a disability certificate alone. The claim runs through a Medical Assessment Board of MCC, under the guidelines the National Medical Commission forwarded by letter No. U-11021/24204/2026-UGMEB dated 21 July 2026.
Three documents go to the Board.
The NEET UG 2026 score card showing eligibility for the MBBS course.
The permanent UDID card issued by the Department of Empowerment of Persons with Disabilities, under the Ministry of Social Justice and Empowerment.
A self certified affidavit declaring functional abilities in the format at Schedule I, together with the NMC affidavits at Appendix A to F.
Four rules follow. The Board generates the certificate from the disability stated on the UDID card and the affidavit. Only candidates holding that certificate are shown PwD seat choices. If the UDID card or the affidavit is found to be fake, the seat is cancelled and legal action is taken. The certificate is valid for this academic session only, so it does not carry forward to next year.
A candidate unhappy with the Board’s finding may seek a review. The wider rules on studying MBBS with a disability are set out in our guide to MBBS with a disability under the NMC rules 2026.

What language must a category certificate be in?
A certificate issued by the competent authority in the standard format should be in English or Hindi. Some states insist on English only.
If your certificate is in a regional language, carry the original along with an attested translated copy in English or Hindi. This applies to the birth certificate and the caste certificate as much as to anything else. Turning up with only the regional language original is a query waiting to happen, and queries cost time you may not have inside the reporting window.
What documents do you carry to the allotted college?
Originals are required, with attested photocopies. A candidate without the original certificates is not allowed to take admission in the allotted college.
Allotment letter issued by MCC.
NEET UG admit card issued by the National Testing Agency.
NEET UG result or rank letter issued by the National Testing Agency.
Date of birth certificate, if the matriculation certificate does not carry it.
Class 10 certificate.
Class 12 certificate and Class 12 mark sheet.
Eight passport size photographs, the same photograph as the one on the application form.
Proof of identity: Aadhaar, PAN, driving licence or passport.
The category certificate that applies to you, from the table above.
The allotted college may ask for more. Check that college’s own information page before you travel. How does document verification actually work?
Your category certificate is checked at verification, and verification is not one event. It differs by what you did in the previous round.
Candidates reporting physically at the allotted institute go through document verification there. If the documents are valid the admission is confirmed and the seat finalised. If a discrepancy is found in the documents, the admission is cancelled.
Float candidates do not report physically. Their documents are verified online by the allotted college. The institute nodal officer looks for blurred copies, incorrect certificates, a mismatch in the category claimed and missing documents. Where an anomaly is found, the Document Verification Committee of the allotted institute raises a query with the candidate.
The candidate must re-upload corrected documents inside the reporting schedule to avoid cancellation. The nodal officer or the Committee then re-verifies. If the documents are in order the seat is provisionally confirmed and the candidate is eligible for the next round. If a discrepancy remains between the claim and the documents, the seat is cancelled.

What gets an admission cancelled over a category certificate?
A discrepancy between the category claimed and the certificate produced. This is the stated ground for cancellation at physical verification and for online verification by the Document Verification Committee.
Wrong information at registration. Where a seat is allotted on wrong information and later cancelled at reporting, the security deposit is forfeited.
Failing to produce the required documents in time. The security deposit is forfeited here too.
More than one counselling registration. A candidate found to have submitted more than one application or registration form is debarred from the allotment process and the candidature is cancelled.
A fake UDID card or affidavit in a PwD claim. The seat is cancelled and legal action is taken against the candidate.
A certificate outside the prescribed format, signed by an officer not on the competent authority list, or in a language the state does not accept without a translation.
The security deposit is also forfeited if a candidate allotted a seat in the second or a later round does not join that institution. What happens to seats freed this way is covered in our post on the NEET UG 2026 stray vacancy round.
Does a category certificate help in a deemed university?
No. A category certificate changes nothing there, because there is no reservation for OBC, SC, ST, PwD or EWS candidates in deemed universities. Seats there are filled as open category and NRI seats for the purposes of MCC counselling.
Some deemed universities do run a Jain minority or Muslim minority reservation. That is a separate claim with its own eligibility, and it needs to be checked with the university before you apply under it.
This matters when you fill choices. A candidate relying on a category rank to reach a deemed university seat is relying on something that does not exist there.
What if your name is spelled differently across documents?
Carry an affidavit. Where there is a discrepancy in the spelling of a name between your documents and the application form, MCC asks for proof that the documents belong to the same person, in the form of an affidavit.
This catches more candidates than people expect, usually where the school certificate carries an initial and the Aadhaar card carries the expanded name, or where a surname is spelled two ways. Get the affidavit before you travel to the college. It is not something you can arrange inside a reporting window.
