MBBS in Kyrgyzstan 2026: The Accreditation Rules Explained

MBBS in Kyrgyzstan changed more in the past year than in the previous decade. A presidential decree signed on 28 August 2025 gave one state academy the exclusive right to train doctors, ordered every private medical university to obtain state accreditation by 1 June 2026, and left the rest operating only as preparatory courses. Students are already being moved between universities.

That makes accreditation, not tuition, the first thing an Indian family needs to check before choosing MBBS in Kyrgyzstan in 2026. The fees at the two universities that publish them are set out below, but a cheap seat at an institution that fails accreditation is the most expensive mistake available on this route.

What changed for MBBS in Kyrgyzstan in 2026

Three official documents define the current position, and the Embassy of India in Bishkek has published advisories on all of them.

1. Presidential Decree No. 250 of 28 August 2025 introduced a state monopoly on training healthcare specialists. It gave the I.K. Akhunbaev Kyrgyz State Medical Academy the exclusive right to provide higher medical and pharmaceutical education. Private medical universities keep the right to operate only until they go through state accreditation. Those that pass may be turned into branches or structural units of the Academy. Those that fail are allowed to run only as pre-university preparatory courses or training clinical bases.

2. The Ministry of Health was ordered to complete state accreditation of private medical universities by 1 June 2026. That deadline has now passed, which is why transfers have started.

3. Ministry of Health Order No. 1074 of 14 September 2026 moved students out of institutions that did not pass. Bishkek International Medical Institute students go to the Kyrgyz State Medical Academy. Ala-Too International University students go to the International Higher School of Medicine. International Medical University dentistry students go to Asian International University named after S. Tentishev.

A fourth change is administrative but matters at application time. Cabinet Resolution No. 189 of 19 March 2026 created a State Enterprise called the International Students Admission Center, under the Ministry of Science, Higher Education and Innovations, to handle foreign applicants. Admission no longer runs university by university in the way it used to.

Which universities are actually on the Ministry's list?

The Ministry of Science, Higher Education and Innovations publishes a single list of institutions open to foreign citizens. Presence on that list is the first filter for anyone considering MBBS in Kyrgyzstan. The second is whether the institution appears in a Ministry of Health transfer order.

Note what a World Directory of Medical Schools entry does and does not mean. All eight institutions above are listed there and all show as currently operational. The directory records that a school exists and teaches medicine. It is not an accreditation, and it says nothing about whether the Kyrgyz Ministry of Health has accredited that school this year.

The one year accreditation issue

On 25 August 2026 the Embassy of India in Bishkek published an advisory on state medical universities holding only a one year accreditation term, against a five year course. It names Kyrgyz National University named after Jusup Balasagyn and Jalal-Abad State University named after B. Osmonov. The State Enterprise told the Embassy that both are state universities with special state status and that the one year term is procedural rather than a sign of substantive concerns. On that basis the Embassy says students may take admission, and tells them to track the orders released from time to time and to do their own due diligence.

What does Osh State University charge for MBBS in Kyrgyzstan?

Osh State University is the only institution in this set that publishes complete 2026/27 tuition in a signed rectors order, price list order 2375 of 30 April 2026 as amended by order 3038 of 15 June 2026. Conversions below use the rate of 1 USD to 87.45 KGS published in the Academy own 2026/27 order and the Reserve Bank of India rate of 1 USD to 95.8855 INR on 17 September 2026.

Osh publishes no hostel fee and no visa or registration fee in its price list, so budget those separately. Applications from foreign citizens for year one are accepted until 15 October under the university admission rules.

MBBS in Kyrgyzstan fees at the Kyrgyz State Medical Academy

The Academy prices its English programme in US dollars and converts at the National Bank rate of 87.45 fixed on the calculation date of 29 May 2026. Its tariff for citizens of far abroad countries, which is the category Indian students fall into, runs as follows.

The Academy publishes its admission calendar for international applicants. For the English programmes, documents are accepted from 1 July to 1 October, entrance examinations run from 1 September to 15 October, and enrolment closes by 15 October. Entry requires 90 points in biology and 90 points in chemistry. The Russian programmes run on a much earlier calendar, with documents from 2 to 30 July and enrolment by 25 August.

Does a Kyrgyz degree work under India FMGL rules?

India Foreign Medical Graduate Licentiate Regulations 2021 set four tests, and MBBS in Kyrgyzstan interacts with each of them.

1. Minimum course duration of fifty-four months. Every institution here that publishes a duration offers foreign students a five year programme, which is sixty months. The domestic Kyrgyz and Russian language programme is six years. Five years clears the threshold, and it is worth knowing you are on the shorter of the two tracks.

2. Medium of instruction in English. Osh names its International Medical Faculty programme as education in English in the tariff itself. The Academy runs Faculty of General Medicine in English streams, and its published first year curriculum includes Russian and Kyrgyz as taught subjects. Get the English medium confirmed in writing for all five years, not just year one.

3. Twelve months of internship in the same foreign medical institution. None of these institutions publishes its internship arrangement. This is the question to put in writing before paying anything.

4. The entire course, training and internship in the same institution and the same country. This is where the accreditation story becomes a licensing story. A student transferred from a failed institution to a different university mid course has, on the face of it, not completed the course in one institution.

For MBBS in Kyrgyzstan this is the section that decides everything. The National Medical Commission lists deviation in duration of course, medium of instruction, syllabus and curriculum, clinical training, and internship or clerkship arrangements as grounds for refusing registration in India. As of 17 September 2026, no NMC notice or alert names a Kyrgyz institution.

What to check before you accept an MBBS in Kyrgyzstan offer

1. Find the institution on the Ministry list first. If the name is not on the Ministry of Science, Higher Education and Innovations list of institutions open to foreign citizens, stop there.

2. Ask for the state accreditation certificate and its expiry date. A one year term against a five year course is a real thing in Kyrgyzstan right now, and the Embassy has named two universities in that position.

3. Ask whether the institution appears in any Ministry of Health transfer order. Orders No. 912 of 3 August 2026 and No. 1074 of 14 September 2026 are the two to ask about by number.

4. Get the fee from the rectors order. Osh and the Academy both publish signed orders. If a quoted figure is not in a numbered, dated document, it is not the fee.

5. Get the English medium and the internship arrangement in writing for the full course. These are the two FMGL conditions that fee brochures never address.

6. Register with the Embassy of India in Bishkek on arrival, and note that Kyrgyz residence permits require HIV testing plus hepatitis B and C testing.
