MBBS in Europe After NEET Round 3: You Can Do Both

Round 3 registration runs 22 to 27 September 2026 and the result lands on 30 September. European applications for 2027 entry open from 1 November, so Indian counselling finishes first. Here is what Round 3 commits you to, what it really costs, and how to run both tracks.

MBBS in Europe after NEET Round 3 is a sequence, not a choice between two options. Register for Round 3 if an Indian seat is still on the table: registration runs from 22 to 27 September 2026 and the allotment result is published on 30 September. European medical faculties open applications for 2027 entry from 1 November 2026, after Indian counselling closes, so completing the Indian Round 3 process does not prevent you from applying to European universities for 2027 entry.
The two routes do not clash on the calendar. The practical question is not whether you can pursue both, but what registering for Round 3 commits you to, what happens if you are allotted a seat and change your mind, and how the costs compare over six years.

What are the NEET UG 2026 Round 3 and stray vacancy round dates?
The Medical Counselling Committee published a revised All India Quota schedule covering Round 2, Round 3 and the stray vacancy round on 14 September 2026. These are the dates that govern the remaining All India Quota rounds. The fourth and final allotment cycle is serial-numbered four in the Committee's own file, but the schedule itself names it the Online Stray Vacancy Round rather than Round 4, and it is the last allotment of the 2026 cycle.

State counselling authorities run their own parallel schedules, and a candidate may hold a place in both the All India Quota and the state quota at the same time. State Round 3 and mop-up dates are set independently and rarely align with the All India Quota dates above, so a candidate's state calendar sits alongside this one rather than inside it.
Who can register for NEET UG 2026 Round 3?
Round 3 is a fresh registration. Registering for Round 1 and Round 2 does not carry a candidate into Round 3, and a candidate who sat out the earlier rounds entirely can still enter at this stage, provided they qualified NEET UG 2026 and meet the eligibility conditions in the counselling scheme.
The position depends on what happened in the earlier rounds.
Candidates who were never allotted a seat register afresh, pay the registration fee and security deposit again, and fill choices from the Round 3 seat matrix. Nothing from Round 1 or Round 2 carries forward automatically.
Candidates who were allotted a Round 2 seat and chose Float are considered for upgrade in Round 3 against their existing allotment, and an upgrade replaces the earlier seat rather than sitting alongside it. Float means submitting willingness to upgrade online with documents verified online, without a physical visit to the allotted college.
Candidates who chose Freeze on a Round 2 seat and reported to the college are out of further upgrade consideration, because a frozen and joined seat closes participation in later rounds.
Candidates who were allotted a Round 2 seat and did not join forfeit the security deposit but may still enter Round 3, on fresh registration and a fresh full security deposit.
Candidates who resigned a Round 1 freeze seat in the window the Medical Counselling Committee opened by notice on 12 September 2026, running from 4 pm on 12 September to 6 pm on 15 September 2026, return to the pool without forfeiting the security deposit and may register for Round 3.
The Round 3 seat matrix is built from seats that remained vacant after Round 2 reporting, seats surrendered during the resignation windows, and newly approved seats added during the cycle. The Medical Counselling Committee added 30 MBBS seats across three colleges to the Round 2 matrix by notice dated 5 September 2026, and the same mechanism adds capacity to Round 3.
What does Round 3 commit you to, and what does it cost to change your mind?
This is the part that decides whether registering is a low-cost move or a binding one, and it is where most families are working from incomplete information.
The counselling scheme treats each round differently. The freedom to walk away narrows as the rounds progress, and by the stray vacancy round it is gone.

The deposits themselves are set out in the Medical Counselling Committee Information Bulletin revised on 20 August 2026, and there are two brackets rather than three. For All India Quota, central university, AFMC, ESI, AIIMS, JIPMER and B.Sc. Nursing seats, the non-refundable registration fee is Rs. 1,000 with a refundable security deposit of Rs. 10,000 for unreserved and EWS candidates, and Rs. 500 with a refundable security deposit of Rs. 5,000 for SC, ST, OBC and PwD candidates. For deemed university seats the non-refundable registration fee is Rs. 5,000 and the refundable security deposit is Rs. 2,00,000, with no category concession. Private non-deemed colleges are not allotted through this counselling at all, because those seats sit with the state counselling authorities and carry their own fee and forfeiture rules.
Two practical conclusions follow from that table, and they point in the same direction.
Registering for Round 3 and filling choices carries no penalty in itself. The cost arrives only if you are allotted a seat and then decline it, and even then the cost is the deposit, not your candidature. A student who is undecided loses very little by registering and a great deal by staying out, because staying out removes them from Round 3 and from the stray vacancy round that follows it. The one number worth planning for in advance is the deemed university deposit: choosing deemed seats means Rs. 2,05,000 leaving the account before any allotment exists.
The stray vacancy round is different in kind, not just in degree. A seat allotted there and not taken up costs the deposit and leaves nothing behind it, because the stray vacancy round is the final allotment of the year and the seat stays blocked. Fill that round only with colleges the family would genuinely accept, in the way you would sign a contract, because functionally that is what it is.

What are your actual odds in Round 3?
The National Testing Agency declared the NEET UG 2026 result on 16 July 2026. Close to 20 lakh candidates appeared at 5,440 centres across 551 cities in India and 14 cities abroad, and 11.21 lakh qualified. More than 58% of the qualified candidates are women, and 56.8% of the women who appeared qualified against 55.1% of the men. By category, 2.91 lakh General, 5.12 lakh OBC-NCL, 1.59 lakh SC, 95,026 Gen-EWS, 63,716 ST, 3,666 PwBD and 303 PwD candidates qualified.
Against that, the National Medical Commission's Medical Assessment and Rating Board released the 2026-27 seat matrix on 9 September 2026, reflecting approvals as of 1 September 2026.

Of that total, 1,27,028 seats are renewals and 13,186 are newly increased seats. The trend over three cycles matters more than any single year.

Two things in that trend are worth sitting with. The first is that almost none of the recent growth is in government colleges. The final 2025-26 matrix carried 63,683 government seats and 65,343 private seats; the 2026-27 matrix carries 63,971 government seats and 76,243 private ones. Government capacity moved by 288 seats in a year while private capacity rose by close to 11,000. Seat growth is real, and it is almost entirely growth in seats a family has to pay for.
The second is that the 1,40,214 figure is a mid-cycle number, not a closing one. The 2025-26 matrix stood at approximately 1.23 lakh seats in mid-September 2025 and finished at 1,29,026 by early December 2025, because approvals continue to land through the counselling season. On that pattern the 2026-27 total is more likely to rise than to hold, and seats approved late in the cycle are exactly the ones that surface in Round 3 and the stray vacancy round.
Put the headline figures together and the picture is clear without commentary. Approximately 11.21 lakh qualified candidates are competing for 1,40,214 MBBS seats, which is close to eight qualified candidates for every seat of any kind. Narrow it to government seats and 63,971 places serve those same 11.21 lakh candidates, so approximately 5.7% of qualified candidates secure a government MBBS seat. Roughly one qualified candidate in eight secures an MBBS seat at all.
Those ratios describe the full cycle, not Round 3 specifically. By Round 3 the remaining pool is far smaller, because most candidates with competitive ranks have already joined, and the seats that reach Round 3 and the stray vacancy round are the ones that went unfilled, were surrendered, or were approved late. A rank that looked hopeless against the Round 1 cutoff is a different proposition against a Round 3 vacancy list, which is precisely why the later rounds are worth entering rather than conceding.
What does a private or deemed seat actually cost?
For most families the question is not whether a seat exists, but whether the seat that exists is one they can pay for. With 76,243 of the 1,40,214 seats sitting in private colleges, this is the decision the majority of Round 3 candidates will face.
At the upper end of the deemed university market, tuition alone now runs past Rs. 1 crore over the course. D. Y. Patil Medical College in Pune publishes annual tuition of Rs. 29 lakh for general category candidates for 2026-27 on its own fee page, which comes to approximately Rs. 1.6 crore in tuition across the programme before hostel, mess and university charges are added. Several deemed universities in Chennai, Pune and Navi Mumbai sit in the same band, with annual tuition in the region of Rs. 25 lakh to Rs. 30 lakh for the 2026 intake.
Below that band the picture changes completely. State quota seats in non-deemed private colleges are priced by each state's fee regulatory authority and sit well below deemed university levels in most states, which is why a Round 3 choice list deserves care rather than a blanket assumption that private means unaffordable.
The honest reading is that the deemed university route and the European route occupy the same financial territory for many families. The choice between them is therefore about the programme, the clinical training and the licensing pathway, not about price alone.
When do European medical school applications actually open?
This is the fact that settles the question in the title, and it is the one most commonly misstated.
European medical faculties run a single annual intake that begins in September or October, and the application window for that intake opens the preceding autumn or winter and closes in spring. Nobody applies in October for an October start. The dates below are taken from the universities' own admissions pages.

Read the Pilsen and Semmelweis rows as the pattern and the Charles Second Faculty row as the live window. The 2026 entry cycle at these faculties closed in spring 2026, several months before Round 3 of Indian counselling began. The next realistic European entry for a candidate currently in counselling is autumn 2027, and the application window for it opens on 1 November 2026 at Charles University's Second Faculty and in January 2027 at Semmelweis University, if that faculty repeats its usual pattern.
The practical consequence is worth stating plainly. A candidate registering for Round 3 on 22 September 2026 will know their allotment on 30 September, will know their stray vacancy outcome by 17 October, and will finish reporting by 26 October. The European window for 2027 entry opens on 1 November 2026 and stays open into spring 2027. Indian counselling finishes before the European application cycle begins. There is no scenario in which completing Round 3 and the stray vacancy round costs a candidate their 2027 European application, which means MBBS in Europe after NEET Round 3 is a sequence, not a choice. Do both, in that order.
Application fees are modest at this stage. Charles University's Second Faculty charges CZK 2,500 (approximately Rs. 11,400, September 2026) to apply and the First Faculty charges EUR 285 (approximately Rs. 31,500, September 2026), so running a European application in parallel is not a significant financial commitment before an offer exists.

What does MBBS in Europe cost over six years?
Cost is where families are most often given a partial picture, so here are the published tuition figures converted at the mid-market rates of 16 September 2026.

Conversions use 1 EUR = 110.7 INR, 1 USD = 95.92 INR and 1 CZK = 4.559 INR as of 16 September 2026. Tuition is set in local currency and reviewed annually, so the rupee figure moves with the exchange rate as well as with the fee.
These are the long-established Central European faculties, and they are not the inexpensive end of the European map. Tuition alone at this tier lands in the same band as an expensive deemed university seat in India, and living costs sit on top of it. Anyone presenting MBBS in Europe as a uniformly cheaper alternative to an Indian private seat is describing one part of the map and calling it the whole of it. The financial case for Europe is strong at some universities and absent at others, and it should be built for the specific university, with tuition, accommodation, living costs and travel counted together across all six years.
What does the National Medical Commission require of a foreign medical degree?
A European seat is only worth taking if the degree at the end of it allows the graduate to practise in India. The Foreign Medical Graduate Licentiate Regulations 2021, notified on 18 November 2021, set the conditions, and they are structural rather than procedural, which means a programme either satisfies them from the outset or it does not.
Minimum course duration of 54 months. A programme shorter than 54 months does not qualify, whatever the degree is called, so the published curriculum length is the first thing to check on any university page.
A 12-month internship or clerkship in the same foreign institution. The internship cannot be completed elsewhere, which makes the university's own teaching hospital capacity a substantive question rather than a marketing point.
The entire course, training and internship completed abroad in the same institution. No part of the programme may be taken in India or in a third country, which rules out transfer arrangements and split-campus models.
English as the medium of instruction. Where a university teaches early years in English and later clinical years partly in the local language, the structure needs to be understood before enrolment rather than discovered in year four.
Registration to practise in the country of award. The graduate must be eligible for the same licence to practise medicine that a citizen of that country would receive with the same degree, so a degree that qualifies a graduate only for practice outside its own jurisdiction does not meet the standard.
Completion within 10 years of joining. The clock runs from the joining date, which matters for anyone considering a break or a repeat year.
The screening examination, plus a 12-month supervised internship in India. Permanent registration in India follows the licensing examination prescribed by the National Medical Commission and a further supervised internship in India. Which examination that is in practice is covered in the next section.
Recognition sits with the specific faculty rather than the university as a whole, and it is recorded in two places: the World Directory of Medical Schools entry, which carries its own identifier for each faculty, and the National Medical Commission's own listings. Accreditation of the awarding body itself sits with agencies recognised by the World Federation for Medical Education. The World Health Organization does not accredit medical schools at all, so a university described anywhere as WHO approved is being described with a status that does not exist. FMGE or NExT: which examination stands between a foreign degree and an Indian licence?
The regulations refer to the National Exit Test, and the National Exit Test has not been implemented. As of September 2026 the Foreign Medical Graduate Examination conducted by the National Board of Examinations in Medical Sciences remains the operative screening examination for foreign medical graduates, and draft National Medical Commission regulations published in August 2026 keep it in place until the National Exit Test comes into force. The National Board opened registration for the October 2026 sitting on 11 September 2026, with registration closing on 25 September 2026 and the examination on 31 October 2026, the third sitting of the year.
The examination is the single most important number in this decision, and it moves a great deal between sittings.

In January 2026, 43,933 candidates appeared and 10,264 qualified. In June 2026, 37,448 appeared and 5,086 qualified. A pass mark of 150 out of 300 has produced results ranging from 12.40% to 23.37% in the space of three sittings, so a family planning around a foreign degree should plan around a screening examination that most candidates do not clear on the first attempt. The examination may be taken repeatedly, and preparation for it belongs in the six-year plan rather than in the final year. The full pathway, stated plainly: a foreign medical graduate returns to India with the degree, clears the Foreign Medical Graduate Examination, completes a further 12 months of supervised internship in India, and only then holds permanent registration. That pathway is entirely workable, and it is longer than the domestic one, and both of those things should be understood before a deposit is paid anywhere.

Can you plan MBBS in Europe after NEET Round 3 and still finish counselling?
The calendar allows a family to pursue an Indian seat fully and keep a European application open, in sequence rather than in competition. Planning MBBS in Europe after NEET Round 3 is a matter of ordering the two processes correctly, and the order runs as follows.
Register for Round 3 and lock your choices by 12 noon on 28 September 2026.
Read the allotment on 30 September 2026 and report to the college by 9 October if you accept the seat.
Enter the stray vacancy round from 12 October 2026, filling it only with colleges you would genuinely join.
Open the Charles University Second Faculty application from 1 November 2026 for 2027 entry, and pay the CZK 2,500 application fee.
Prepare for and sit the European entrance examination in spring 2027, alongside NEET UG 2027 if you are repeating.

A student who joins an Indian seat in October 2026 simply stops the second column. A student who does not will have lost nothing by finishing counselling first, and will be inside the European window with months to spare.
