A residence permit is the card that actually lets you live in an EU country while you study. Your visa only gets you through the airport. For Indian students starting MBBS in Europe this September, the residence permit is what turns a short entry stamp into a legal stay that covers the whole degree. One EU law sets the shape of that process, so the steps are broadly the same in Poland, Hungary, Latvia or the Czech Republic, even though the counter you queue at is different in each.

What is a residence permit, and how is it different from a visa?

A residence permit is an official document that allows a foreign national to stay in a country for a set period, and it is required once you plan to live there for more than 90 days. Your visa is only an entry key. The permit is the card that proves you belong there for years.

That distinction trips up more Indian families than any other part of the process. A D-type long-stay visa is a sticker in your passport with a short window on it. The residence permit is a separate credit-card-sized document, issued after you arrive, with your photo, fingerprints and the word "student" printed on it. The European Union's rules on students and researchers require that wording, so an officer anywhere in the Schengen area can read your status at a glance.

Latvia's Office of Citizenship and Migration Affairs puts the same idea in one plain sentence: a residence permit is what a foreign national needs to live in the country for longer than 90 days in any six-month period. Every one of the nine EU countries where futureMBBS students study runs on that logic, because all of them apply the same directive.

How many Indian students get an EU study permit each year?

Enough that the queue at the migration office is real. Eurostat counts every first residence permit issued in the EU by reason, and the education line for Indian citizens has grown every single year since 2020. In 2024 it reached 48,189, out of 192,181 first permits of all kinds issued to Indians across the bloc that year.

Spread that across the nine EU countries futureMBBS works with and the picture changes. Poland, Cyprus and Latvia each issued more than 1,500 education permits to Indian citizens in 2024; Croatia issued ten. That's not a quality signal. It mostly reflects how big each country's English-taught intake is, and how long it has been recruiting in India.

How long does a residence permit decision take?

EU law puts a hard ceiling on it. The authorities must decide as soon as possible and at the latest 90 days after you hand in a complete application. Where the country runs an approval scheme for universities and your medical faculty is on that list, the ceiling drops to 60 days. Both clocks stop the moment a document is missing.

That last sentence is the one worth remembering. If the office writes to you asking for one more paper, the countdown is suspended until you supply it. So an incomplete file doesn't just cost you the postage, it quietly resets your timeline. Students who arrive with an apostilled degree certificate, a signed rental agreement and proof of insurance already in hand usually clear the counter in a single visit.

Documents a residence permit application usually needs

The directive lists what a country may ask a student for, and national offices then build their own checklist on top of it. Expect an acceptance letter from the medical faculty, proof that the tuition instalment has been paid, evidence you can support yourself, and health cover. Some countries add a language-knowledge requirement for the course you will follow.

In practice the folder you carry to the migration office for a residence permit looks like this:

  1. Passport valid well beyond the permit you are asking for, plus the long-stay visa page.
  2. Original acceptance or enrolment letter from the university, stamped and dated for the current academic year.
  3. Proof of paid tuition: the bank transfer receipt or the university's official confirmation.
  4. Proof of funds for living costs, in the format the country specifies (bank statement, blocked account or sponsor affidavit).
  5. Health insurance valid in that country from your first day.
  6. Proof of address: a rental contract or a dormitory letter from the university.
  7. Apostilled and translated school certificates, if the office asks to see the basis of your admission.
  8. Biometrics: photograph and fingerprints, taken at the office itself.

How do you get your residence permit after you land?

Nothing happens automatically. The visa buys you a window, and you have to use it. Almost every student in MBBS programmes across Europe follows the same eight moves in their first month:

  1. Register your address with the local authority or foreign police as soon as you have a lease. Several countries set this deadline in working days, not weeks.
  2. Collect your enrolment certificate from the faculty office. The migration office wants the current year's version, not your admission letter from March.
  3. Activate local health insurance and get the card or the policy number in writing.
  4. Book the appointment at the migration office online. In September this is the slot that runs out first.
  5. Submit the application and pay the state fee. EU law only requires that fees are not disproportionate or excessive, so amounts differ a lot between countries.
  6. Give biometrics (photo and fingerprints) at the appointment itself.
  7. Wait for the decision inside the 60- or 90-day ceiling, and answer any request for extra documents the same week it arrives.
  8. Collect the card in person and check every field on it, especially the spelling of your name and the validity dates.

What can cancel a residence permit mid-course?

The same law that grants a permit lists the grounds for taking it back. A permit is withdrawn or not renewed when the conditions that justified it stop being true, when the documents behind it turn out to be false or tampered with, or when the holder is clearly living in the country for a purpose other than the one they were admitted for.

For a medical student that translates into three practical risks. Dropping below the university's minimum progress and losing your enrolment is the big one, because your enrolment certificate is what the renewal rests on. Letting your health insurance lapse is the second. Treating the permit as a work permit, taking on more hours than the country allows and missing classes for them, is the third.

Renewal is not a formality either, but it is predictable: you re-apply before the current card expires, with a fresh enrolment certificate, fresh proof of funds and fresh insurance. Students who diarise the renewal three months ahead almost never have a problem. Students who leave it to the last fortnight often do.

What happens to a residence permit after graduation?

You are not put on a plane the week you finish. EU law gives graduating students the right to stay on for at least nine months to look for a job or start a business, on a specific job-search residence permit that the same authority issues. Countries may set a minimum qualification level for it, and an MBBS-equivalent medical degree clears any such threshold comfortably.

What you do with those nine months is the real question. Some graduates use them to apply for a licence to practise and start residency in the same country. The PG roadmap for Europe walks through how that works faculty by faculty. Others head home to sit the Indian screening exam, in which case the current NMC rules for foreign medical graduates matter far more than the local permit does.

Either way, the permit is a bridge, not a destination. Plan the exit from it in your final year, not in your final month.
