Eligibility Certificate for MBBS Abroad: The 2026 Rules

The eligibility certificate for MBBS abroad is your NEET result, and has been since May 2018. Here are the marks, the age rule and the three year validity.

The eligibility certificate for MBBS abroad is no longer a separate document you apply for. Since May 2018 your NEET result is treated as the certificate itself. What still applies are the conditions behind it: your Class 12 marks, your age, and a three year validity window that most families do not know covers a language year too.
What is the eligibility certificate for MBBS abroad?
The eligibility certificate for MBBS abroad is the confirmation that an Indian student meets India's own entry standards before joining a medical course overseas. It exists so that a student does not spend six years abroad and then discover the degree cannot be registered in India.
The rule comes from the Eligibility Requirement for taking admission in an undergraduate medical course in a Foreign Medical Institution Regulations, 2002, published in the Gazette of India on 18 February 2002 and amended in 2010 and 2018. Regulation 3 sets it out:

An Indian citizen, who has passed the qualifying examination either from India or an equivalent examination from abroad and is desirous of joining an undergraduate medical course in any foreign medical institution on or after 15th March, 2002 shall approach the Council for issue of an Eligibility Certificate for that purpose.
That was the position for sixteen years. It changed in 2018.
The scale of who this applies to is worth knowing. In NEET UG 2026, 19,99,895 candidates appeared and 11,21,185 qualified, which is a qualifying rate of 56 per cent, according to the National Testing Agency. Every one of those qualified candidates now holds, in their scorecard, the eligibility certificate for MBBS abroad.
Do you still have to apply for an eligibility certificate for MBBS abroad?
You do not have to apply separately for an eligibility certificate for MBBS abroad any more. An amendment published on 1 March 2018 added Regulation 8(iv), which made NEET compulsory for this route and folded the certificate into the NEET result:

Indian Citizens/Overseas Citizen of India intending to obtain primary medical qualification from any medical institution outside India, on or after May 2018, shall have to mandatorily qualify the 'National-Eligibility-cum-Entrance Test for Admission to MBBS course'. The result of the NEET shall deem to be treated as the Eligibility Certificate for such persons.
The National Medical Commission repeats this on its information desk for students going abroad. So your NEET scorecard is the document. There is no form to file, no fee to pay and nobody to pay it to.
One condition is attached to that sentence, and it is the part people skip. The result counts as the certificate only if you also meet the marks and age criteria set out below.
Which marks does the eligibility certificate for MBBS abroad require?
Marks for the eligibility certificate for MBBS abroad are measured on your Class 12 results in Physics, Chemistry and Biology taken together, and the required percentage depends on your category. Regulation 8(ii) of the 2002 Regulations sends you to the Graduate Medical Education Regulations, 1997 for the figures.
This is where families get caught out, so it is worth saying plainly. The 50 per cent rule everyone quotes does not come from the current 2023 regulations. It sits in Regulation 5(5) of the Graduate Medical Education Regulations, 1997, and it is still the operative rule for the foreign study route.

Marks in each subject matter as well, not only the total. The 1997 Regulation requires a pass in Physics, Chemistry, Biology and English individually, then the aggregate above across the three science subjects.
Age is the other condition. You must have completed 17 years on or before 31 December of the year you sit NEET UG, under the corrigendum to the Graduate Medical Education Regulations, 2023 published in the Gazette on 19 June 2023. There is no upper age limit, confirmed in the NEET UG 2026 information bulletin. If you belong to a reserved category, Regulation 8(iii) requires a caste certificate from the competent authority.

How long is your NEET result valid for MBBS abroad?
Your NEET result is valid for three years for MBBS abroad, and that is very different from the rule inside India. For an Indian seat, a NEET result works for that admission year only. For the foreign route, the National Medical Commission states:
Note:
the result of NEET shall be valid for a period of three (3) years from the date of declaration of result, entitling a candidate to pursue MBBS or equivalent medical course including pre-medical/language course, if any, followed by MBBS or equivalent medical course.
Note the phrase in the middle: including pre-medical or language course, if any. Some universities require a preparatory or language year before the medical course begins. The three year window is written to cover that, so a student who spends a year on a language course has not burnt their eligibility.
Three years also gives a family room to think. A student who does not get an Indian seat this year does not have to decide within weeks. What the eligibility certificate for MBBS abroad does not give you
The eligibility certificate for MBBS abroad gives you one thing only, and Regulation 11 of the 2002 Regulations says so without softening it:
Note:
The issue of an eligibility certificate to a candidate shall not entitle him to any right, whatsoever, other than to take admission in an undergraduate medical course in a foreign medical institute.
So it is not a promise that your degree will be recognised later. That depends on a separate set of rules, the Foreign Medical Graduate Licentiate Regulations, 2021, which you need to plan for from the day you choose a university. They require at least 54 months of study, a twelve month internship at the same foreign institution, English as the medium of instruction, registration with that country's own medical regulator, a further twelve month internship in India and the screening exam. The whole degree must be finished within ten years of joining.

Conclusion
The eligibility certificate for MBBS abroad is your NEET result, and has been since May 2018. There is no separate application, which also means there is nothing here that anyone needs to obtain on your behalf.
What to actually do is short.
Check your Class 12 aggregate in Physics, Chemistry and Biology against the 50, 45 or 40 per cent figure for your category.
Confirm your age. You must have turned 17 on or before 31 December of your NEET year.
Keep your scorecard safe. It works for three years, including a language year if your university requires one.
Then check the university. Move on to the harder question, which is whether it meets the 2021 Licentiate conditions.
