New disability rules for PG medical admission

The rules changed on 16 September

The National Medical Commission has published new guidelines for judging candidates with benchmark disabilities for postgraduate courses. They apply from the day they were issued.

Forty per cent gets you the category

A disability of 40 per cent or more makes you eligible for the reserved category. The guidelines say the percentage alone does not decide the seat.

Each speciality is judged on its own

The guidelines split postgraduate medicine into four groups, from surgical branches to pre-clinical ones. A candidate unsuitable for one group can be eligible in another.

There are three findings, not two

The board records one of three outcomes. Eligible, eligible with reasonable accommodation, or ineligible. An ineligible finding must be a written order giving its reasons.

The certificate has a new name

The disability certificate is now called the eligibility certificate. It records what you can do, not how disabled you are. Your UDID card stays the main proof.

Eligibility is settled during counselling itself

Final eligibility comes only after the designated medical board sees you in person during counselling. An appeal goes to the Directorate General of Health Services.
