The OBC Non Creamy Layer Certificate: What It Asks
The OBC non creamy layer certificate, explained
The ceiling is Rs. 8 lakh a year
The creamy layer is the better off slice of a backward class, and it gets no quota. A family above Rs. 8 lakh a year is in it, a limit last set in 2017.
Salary and farm income are not clubbed
Under the Department of Personnel and Training rules, income from salaries or agricultural land is not clubbed with the rest. A salaried parent is judged on rank and post.
The income year is the one just ended
The Medical Counselling Committee asks that parents' income be based on the financial year ending 31 March 2026. A certificate built on an older year fails.
Who may sign it is set by rank
A Revenue Officer not below the rank of Tehsildar may sign it. So may a District Magistrate, a Sub Divisional Magistrate, or the officer for the area where you live.
Your state list is not the central list
The Central List of Other Backward Classes is kept by the central government on the advice of the National Commission for Backward Classes. States only propose to it.
The format is printed in the bulletin
It must follow the form printed in the counselling bulletin, in English or Hindi. A translation needs a Gazetted Officer to certify it, and the sub caste must match the list.
Want to know the whole category rulebook
Our guide to category certificates for NEET counselling sets out every certificate you need, who issues each one, and what the desk checks when you report.
