The medical rule dates from August 2009
Medical colleges are governed by the ragging regulations notified on 3 August 2009, amended in 2016 and 2018. They remain in force under the National Medical Commission.
Ragging is not only the physical kind
The definition covers financial extortion, making a junior do your academic work, public insults by post or email, and abuse aimed at caste, religion, gender or region.
Every college needs a committee and a squad
A college must have an Anti Ragging Committee headed by its head of institution, with police, parents and students on it, plus a smaller squad on the ground.
The undertaking is signed every year
Every student and a parent or guardian file an anti ragging undertaking at the start of each academic year. It applies to seniors as well as freshers.
The punishments run as far as expulsion
They run from suspension from classes and withheld results to a ban from any exam, hostel expulsion, cancelled admission, and removal from college for four semesters.
A complaint can start a police case
Where the ragging amounts to a crime, the head of the institution has to file a police report within 24 hours. The national helpline is 1800 180 5522, open all hours.
