What the minister in Georgia said
On 4 December 2025 the education minister said admission of foreign students to state universities would become impossible except in exceptional cases, with a law to follow.
The law never said any such thing
No such law was passed. The Law of Georgia on Higher Education carries no bar on state universities admitting foreign students. The ban sits only in a ministry policy paper.
A government decree set five per cent
A decree of February 2026 lets each state founded university admit foreign nationals up to five per cent of its authorised student places for 2026-27, above its normal intake.
Private universities are not touched by it
The decree covers only universities founded by the state. Georgia has about 45 private institutions and not one of them is restricted on foreign admissions.
Tbilisi is still taking applications now
Tbilisi State Medical University is a state university. Its own site still publishes international fees, with the English medicine course listed at 8,000 US dollars a year.
Nothing is published for 2027-28 yet
The decree covers 2026-27 alone. Georgia issues next year's places each February, so a family planning for 2027 should decide on what is published, not the announcement.
