A second foreign degree will not get you into FMGE
The court dismissed the case in September
The Delhi High Court refused relief to a group of foreign medical graduates on 3 September 2026. The case was heard by the Chief Justice and one other judge.
They held two degrees for one period
The students moved to a college in Micronesia in 2020. A college in Belize later issued a second degree for the same years of study, with no fresh coursework.
The first degree could not be authenticated
The Embassy of India in Manila said in September 2023 it would not authenticate any document from that Micronesia college. Micronesia is not in the apostille convention.
The second degree made things worse
The examination board found two degree certificates from two institutions covering the same period of study. In May 2025 it ruled such candidates cannot sit FMGE.
The court called it a public interest issue
Treating a degree built from study at two or three foreign colleges as valid, the court held, would compromise the quality of medical professionals in India.
Since November 2021 the rule is stricter
Anyone admitted on or after 18 November 2021 must do the whole course, the training and the internship at one foreign institution. There is no transfer clause.
