Who counts as EWS: income below Rs 8 lakh
Under the Central rules, a family with gross annual income below Rs 8 lakh from all sources, salary, agriculture, business and profession, for the financial year before the year of application, qualifies, provided it is not SC, ST or OBC.
Four assets that cancel EWS status
Whatever the income, a family is out if it owns 5 acres or more of farm land, a flat of 1,000 sq ft or more, a residential plot of 100 sq yards or more in a notified municipality, or 200 sq yards or more elsewhere.
Family means parents, siblings, spouse, children
The rules count the candidate, parents, siblings under 18, spouse and children under 18. Property held by this family in different towns is clubbed together before the land and flat limits are applied.
Who signs the Income and Asset Certificate
The 2019 rules named the District Magistrate, Collector, SDM, Tehsildar level revenue officers and similar; a DoPT order of 15 March 2024 lets each state decide and publish its own list. Apply through your state's e-district or revenue portal.
The format must match MCC's annexure
MCC's UG counselling bulletin reserves 10 per cent of seats for EWS as per Central Government norms and asks for the certificate "as per the prescribed format". Its Annexure 5 reproduces the Income and Asset Certificate; a state format with different wording can be refused.
Apply early; the certificate is tied to a financial year
The certificate states the financial year it covers and is marked valid for the year. Counselling bodies read the year on the paper, so apply in the financial year of counselling, with income proof, land records and an affidavit ready.
