History
Introduction
The Tomo Riba Institute of Health & Medical Sciences (TRIHMS), Naharlagun is the first and only government medical college in Arunachal Pradesh, and it gave the state the ability to train its own doctors for the first time. Established in 2018 by the Government of Arunachal Pradesh and named after Tomo Riba, the state's second Chief Minister, TRIHMS is located at Naharlagun in Papum Pare district, in the twin-city region with the state capital Itanagar. The institute is affiliated to Rajiv Gandhi University, Itanagar, and recognised by the National Medical Commission (NMC). It admits 100 MBBS students each year through its roughly 500-bed teaching hospital, having doubled its intake from 50 seats in 2024. In June 2026 the NMC also permitted TRIHMS to start postgraduate MD and MS courses, a major step for medical education in the North-East.

TRIHMS does not yet feature in the NIRF (National Institutional Ranking Framework) national Medical rankings, and no verifiable IIRF rank number has been published for it. This is expected for a college that only admitted its first MBBS batch in 2018. How to Apply
Admission to MBBS at TRIHMS is entirely through NEET-UG merit. Of the 100 seats, 15% fall under the All India Quota, allotted through the Medical Counselling Committee (MCC) of the DGHS, Government of India, and 85% fall under the Arunachal Pradesh state quota, counselled by the state Directorate of Health Services / APDHTE. The state quota is heavily protective of local students, with 85% of the state-quota seats reserved for Arunachal Pradesh Scheduled Tribe (APST) candidates. There is no private or NRI quota. Candidates must meet domicile and category requirements for the state seats.
The student must have passed Class 12 (10+2) with Physics, Chemistry, Biology/Biotechnology and English as compulsory subjects, from a recognised board.
Subjects:
Minimum qualifying-exam marks in Physics, Chemistry and Biology taken together: 50% for General/EWS, 40% for SC/ST/OBC, and 45% for PwBD candidates (per NEET-UG norms).

The student must be at least 17 years old as on 31 December of the year of admission.
The student must have qualified NEET-UG in the same year, meeting the category percentile cut-off. State-quota seats additionally require Arunachal Pradesh domicile, and APST seats require a Scheduled Tribe certificate.

TRIHMS is located at Naharlagun in Papum Pare district, in the twin-city region adjoining the state capital Itanagar. The institute combines an academic campus with pre-clinical and para-clinical department blocks, laboratories and a central library, and a roughly 500-bed teaching hospital that serves as a referral centre for Arunachal Pradesh. The hospital includes an emergency and trauma centre, intensive-care units, operating theatres, diagnostic laboratories offering free diagnostic services under the National Health Mission, and specialist facilities including a radiotherapy unit with a linear accelerator for cancer care. The campus provides hostel accommodation for students, sports and recreation facilities, and a library subscribing to Indian and international medical journals. As a young and expanding institution, TRIHMS continues to add infrastructure, faculty and departments, particularly with the recent introduction of postgraduate courses.

TRIHMS students can access central and Arunachal Pradesh government scholarships; the verified routes are the standard government schemes below. No TRIHMS-specific scholarship has been invented here:
The Ministry of Social Justice & Empowerment (SC/OBC) and the Ministry of Tribal Affairs (ST) fund Post-Matric Scholarships for professional courses including MBBS, covering tuition and a maintenance allowance, applied for through the National Scholarship Portal (scholarships.gov.in). Most TRIHMS students, being from Scheduled Tribe communities, are eligible under the ST scheme.
The Government of Arunachal Pradesh, through its education and tribal-welfare departments, offers state scholarships and stipends for domicile students in professional courses; eligibility and current schemes should be confirmed with the relevant state directorate and the institute.
Administered by the Ministry of Education via the National Scholarship Portal, CSSS supports meritorious students from families below a defined income threshold who qualify in the top percentile of their Class 12 board, providing an annual maintenance allowance renewable on performance.
